Job Title: Procurement Analyst II (LIBCC)

Overview of Job
The Procurement Analyst supports the Supply Chain function within LIBCC LTD by delivering advanced procurement analysis, cost intelligence, supplier performance reporting, and end - to - end coordination support across multiple infrastructure and EPC projects.
The role plays a key part in ensuring procurement efficiency, cost optimization, contract compliance, and data - driven decision - making across project portfolios executed under BOT, DBFO, concession, and O&M delivery models.
Working closely with the Supply Chain Specialist, Engineering, Project Management, Finance, and site teams, the role ensures procurement activities are strategically aligned with project timelines, financial controls, contractual obligations, and operational requirements.
This position is suited to a mid - level procurement professional with strong analytical capability, EPC or infrastructure project experience, and a solid understanding of procurement systems, supplier management, and project - based supply chain operations.
Roles and Responsibilities
Procurement Operations & Contract Support:
Manage and support end - to - end procurement processes including PR validation, RFQ issuance, bid evaluation support, and PO processing.
Coordinate sourcing activities for materials, equipment, and services in line with project specifications and timelines.
Support contract administration activities including tracking deliverables, variations, and procurement compliance requirements.
Ensure supplier onboarding processes comply with HSE, technical, and commercial standards.
Monitor procurement execution against project schedules, identifying delays and escalation points.
Procurement Analytics & Cost Intelligence:
Analyse procurement spend across projects, categories, and suppliers to identify cost drivers and optimization opportunities.
Develop and maintain procurement dashboards using Excel and Power BI for management reporting.
Conduct pricing analysis, benchmarking, and market trend reviews to support sourcing decisions.
Track and report key procurement KPIs including cost variance, lead time performance, supplier reliability, and cycle time efficiency.
Provide actionable insights to support strategic procurement decisions and contract negotiations.
Systems, ERP & Digital Procurement Management:
Manage procurement data within ERP systems (SAP, Oracle, Microsoft Dynamics, or similar platforms).
Ensure accuracy, completeness, and integrity of procurement master data and transaction records.
Support automation and digitization of procurement workflows and reporting tools.
Identify system gaps and collaborate on improvements to procurement data structures and reporting frameworks.
Maintain structured procurement documentation for audit and compliance purposes.
Supplier & Stakeholder Management:
Liaise with Engineering, Project Management, Finance, Stores, and Site teams to align procurement requirements and execution.
Support supplier engagement processes including performance tracking, issue resolution, and escalation management.
Coordinate communication between head office procurement and project site operations.
Participate in supplier evaluation processes and performance reviews.
Support cross - functional procurement planning and coordination meetings.
Governance, Compliance & Reporting:
Ensure procurement activities comply with internal policies, project governance frameworks, and contractual obligations.
Maintain audit - ready procurement documentation and transaction history.
Support procurement reporting for internal management, project reviews, and external stakeholders where required.
Contribute to continuous improvement of procurement processes, controls, and reporting standards.
Requirements
