This subdomain has the mandate of ensuring an uninterrupted supply of HIV/AIDS commodities and complementing clinical service items to sites through the provision of efficient logistics services and technical support including order processing, inventory management, storage, distribution, and transportation for all program activities.
It ensures the rational use of ARVs & OIs and monitors utilization through Pharmacy Best Practices and pharmacovigilance in achieving definite program outcomes.
Job Purpose
The incumbent will plan and support the delivery of high-quality pharmaceutical care services and the implementation of an efficient health commodity logistics system for the organization in accordance with donor requirements and stipulated guidelines of the Federal Government of Nigeria.
Essential Duties and Responsibilities
With technical oversight from the central office technical staff and the State Technical Team Lead, the Senior Associate, Pharmaceutical Services shall take the lead responsibility in the following:
Support the command in the implementation of pharmaceutical services, commodity security, and supply chain strengthening interventions; ensuring commodities availability and accessibility to patients.
Oversee and support facilities in tracking commodities utilization, forecasting, quantification, ordering, inventory management, warehousing, distribution, and accountability of HIV/AIDS, TB, TPT, PMTCT, PrEP, and other health commodities across supported facilities within the command.
Track Last Mile Delivery (LMD) monitoring, Proof of Delivery (POD) reconciliation, Order Fulfillment Rate (OFR) analysis to ensure uninterrupted commodity availability and optimal supply chain performance.
Strengthen commodity accountability systems through routine data triangulation, logistics data validation, inventory audits, Data and Service Quality (DSQ) assessments, and implementation of corrective actions.
Support implementation of Differentiated Service Delivery (DSD) models, regimen optimization initiatives, pALD transition, PrEP scale-up, Advanced HIV Disease (AHD) interventions, pharmacovigilance activities, and other strategic pharmaceutical programs.
Support the Logistics Management Information Systems (LMIS), NHLMIS reporting, commodity consumption monitoring, and integration of logistics and service delivery data to improve decision-making and program performance.
Support capacity strengthening initiatives through training, mentoring, supportive supervision, Continuing Medical Education (CME), on-the-job coaching, and technical assistance for pharmacists, technicians and other program assistants.
Monitor key supply chain and pharmaceutical program indicators, including stock availability, stock-out rates, expiries, inventory accuracy, reporting performance, regimen utilization, ADR reporting, and commodity accountability metrics.
Support in managing the pharmaceutical care aspects of the HIV care and treatment program
Assist to develop work plans and activities in concordance with the Government of Nigeria’s stipulated guidelines/standards at all healthcare facilities supported by the organization.
Prepare and submit periodic progress reports from the sites supported to implement the HIV care and treatment program.
Perform any other duties assigned by the supervisor to support program implementation, and organizational objectives.
Qualifications and Experience
Bachelor’s degree in Pharmacy or other relevant fields with prior experience in pharmaceutical services delivery and supply chain management
At least 3 years’ experience in related programming in developing countries.
Experience in Pharmaceutical service delivery, Logistics, and Supply Chain Management.
Proficiency in the use of electronic Logistic Management Information Systems e.g. NHLMIS
Proficiency in MS Access, SPSS, MS Excel, MS Word, MS PowerPoint, and other Office packages.
Excellent interpersonal, communication, and organizational skills.
Excellent written and verbal communication skills and the demonstrable ability to develop written reports for decision-making.
Knowledge of the local language will be an asset.
