About the Programme
The South South BPO Workforce Development Programme seeks to equip 50,000 young people across the South South region with industry-relevant skills for employment in Business Process
Outsourcing (BPO), technology-enabled services, and creative industries.
The programme adopts a training-to-employment approach through employer partnerships, internships, apprenticeships, remote work opportunities, freelancing pathways, and entrepreneurship development.
The programme includes large-scale beneficiary mobilisation, employer engagement, curriculum co-creation, certification, job placement, and stakeholder coordination across the South South region.
Role Summary
The Creative and Digital Skills Training & Curriculum Development Expert will lead the design, development, validation, and continuous improvement of the programme's workforce development architecture, learning pathways, competency frameworks, assessments, certification systems, and training standards.
The role will ensure that all learning programmes are aligned with employer requirements, occupational standards, emerging labour market needs, and workforce readiness expectations across BPO, technology-enabled services, and creative economy sectors.
The successful candidate will work closely with employers, industry experts, certification bodies, trainers, and programme partners to ensure beneficiaries acquire competencies that translate into measurable employment outcomes.
Key Responsibilities
Workforce Development and Curriculum Design:
Develop comprehensive learning pathways across the creative and digital economy sectors.
Develop occupational standards, role profiles, learning outcomes, and competency frameworks aligned with labour market demand.
Ensure all curricula integrate practical workplace applications, project-based learning, industry simulations, and employment readiness components.
Embed remote work readiness, virtual collaboration, freelancing, client management, and digital professionalism competencies across all learning pathways.
Employer-Led Curriculum Development
Lead curriculum co-creation workshops with employers, BPO operators, technology companies, creative industry organisations, and industry experts.
Facilitate employer validation of competencies, learning outcomes, assessment methodologies, and certification pathways.
Coordinate periodic curriculum reviews to ensure alignment with evolving industry requirements and workforce trends.
Support the work of industry advisory groups and curriculum validation panels.
Competency Framework and Occupational Standards Development
Develop competency frameworks for priority BPO, digital, and creative economy occupations.
Define technical, behavioural, digital, and employability competencies required for each occupational pathway.
Establish proficiency levels and progression pathways linked to employment opportunities and career advancement.
Map competencies to certification requirements and industry standards.
Assessment and Certification Systems:
Develop competency-based assessment blueprints and learner evaluation methodologies.
Design practical assessments, workplace simulations, capstone projects, portfolio reviews, and industry validation exercises.
Establish assessment moderation, quality assurance, and certification procedures.
Develop certification pathways aligned with industry-recognised credentials and workforce requirements.
Ensure assessments effectively measure workplace readiness and job performance capabilities.
Training Quality Assurance:
Develop training delivery standards, facilitator guidelines, and quality assurance frameworks.
Establish systems for monitoring learning quality, participant performance, and curriculum effectiveness.
Review training outcomes and recommend improvements based on employer feedback and labour market data.
Support trainer capacity building and quality improvement initiatives.
Learning Technology and Digital Delivery:
Support the design and deployment of digital learning systems, learning management platforms, and blended learning approaches.
Develop digital learning content, facilitator resources, assessment tools, and learner support materials.
Ensure all learning resources meet accessibility and inclusion requirements.
Stakeholder and Industry Engagement:
Coordinate curriculum validation workshops with employers, industry associations, training institutions, and ecosystem partners.
Engage certification bodies and professional associations to strengthen learning and certification pathways.
Facilitate consultations with employers and industry stakeholders to ensure curriculum relevance and workforce alignment.
Support job placement and employer engagement activities through continuous alignment between training outcomes and labour market demand.
Produce curriculum development reports, quality assurance reports, and learning performance analyses.
Document lessons learned and recommendations for continuous curriculum improvement.
Contribute to programme reviews, evaluations, and performance reporting.
Required Qualifications
Education:
Master's Degree in Education, Instructional Design, Curriculum Development, Workforce Development, Human Resource Development, Educational Technology, Digital Skills Development, Creative Industries, Learning Sciences, or a related field.
A Bachelor's degree with substantial relevant experience may be considered.
Professional Experience:
Minimum of 8 years' experience in curriculum design, instructional design, workforce development, technical and vocational education, digital skills training, creative economy skills development, or learning programme design.
Experience designing workforce development programmes linked to employment outcomes, internships, apprenticeships, freelancing opportunities, or workforce placement initiatives.
Experience developing curricula for BPO services, digital skills, technology-enabled services, creative industries, digital marketing, content creation, animation, multimedia production, or related sectors.
Experience working with employers, certification bodies, training institutions, industry associations, and workforce development programmes.
Experience supporting large-scale skills development initiatives involving multiple locations and diverse beneficiary groups.
Preferred Certifications:
Instructional Design Certification.
Certified Professional in Learning and Performance (CPLP) or equivalent.
TVET Curriculum Development Certification.
Learning Experience Design Certification.
Microsoft Certified Educator or equivalent.
Digital Learning Design Certification.
Project Management Professional (PMP) or PRINCE2 Certification.
