Forecast fuel consumption accurately using all available business tools vendor and historical data.
Project allocations accurately based on business fueling principles and operational needs.
Bulk Volume Allocation & Logistics Management:
Allocate fuel volumes to suppliers based on cluster proximity and delivery lead times.
Ensure that supply plans are received timely from vendors and used as a basis of fuel delivery tracking and monitoring
Coordinate loading and prioritize truck dispatch to avoid delays.
Map trucks to clusters/sites, prioritizing critical locations.
Validate deliveries against allocation principles.
Ensure on-time delivery compliance and timely approval of operational forms.
Recommend alternative suppliers when necessary.
Ensure timely fuel supply across all sites within SLA.
Reconciliation:
Lead the reconciliation process with vendors using the business approved fuel validation process
Identify and resolve discrepancies in supply volumes.
Escalate unvalidated volumes, fuel drops and other discrepancies for immediate closure.
Vendor Management:
Monitor and Manage Vendor Performance
Ensure all critical information required for effective fuel management, such as daily supply tracking, fuel drops, and validated deliveries—is consistently shared with vendors. Actively follow up to receive feedback and ensure timely resolution of any issues raised.
Ensure Timely Purchase Order Issuance:
Oversee the prompt generation and issuance of purchase orders to all fuel and logistics vendors in line with operational timelines.
Facilitate Timely Reconciliation and Payments:
Lead the reconciliation process to confirm supply volumes and ensure vendors are paid within agreed timelines.
Primary Point of Contact for Vendor Issues:
Serve as the central liaison for all vendor-related concerns, driving resolution in alignment with agreed service level agreements (SLAs).
Lead Vendor Performance Reviews:
Coordinate and lead the vendor performance management process, ensuring continuous improvement and accountability.
Accurate Business Reporting:
Prepare monthly reports within agreed SLA.
Diesel Loss Recovery:
Collaborate with Finance to develop and implement recovery plans for unaccounted fuel volumes.
Fuel Operations Risk Management:
Identify and mitigate risks related to the end-to-end fueling process
Key Success Factor:
Accurate Fuel Forecasting & Allocation
Achieve ≥95% accuracy in monthly fuel consumption forecasts using historical data and
predictive tools.
Ensure allocation plans are aligned with operational needs and approved fueling principles.
Timely Fuel Supply Execution
Ensure ≥98% of sites receive fuel within 10 days of the fueling cycle.
Maintain a proactive dispatch schedule to avoid critical site downtime.
Reconciliation & Reporting Discipline
Complete weekly reconciliation of fuel supply with vendors.
Submit monthly fuel consumption and reconciliation reports to Finance by 12 noon
working day 1 (WK1) of the following month.
Maintain zero unreconciled fuel volume monthly.
Vendor management & SLA Compliance
Ensure ≥95% vendor compliance with SLAs (delivery timelines, documentation,
responsiveness).
Conduct quarterly vendor performance reviews and implement improvement plans.
Bulk Fuel Delivery Model Optimization
Successfully implement and monitor the bulk fuel delivery model with ≥90% delivery efficiency.
Fuel Management Platform Deployment
Achieve full deployment and operationalization of the fuel management platform across all clusters.
Ensure ≥95% data accuracy and uptime of platform reporting.
Reduce Diesel Losses
Collaborate with Finance to recover ≥80% of unaccounted fuel volumes within 60 days upon finalization of reconciliation
Identify and mitigate recurring loss patterns through root cause analysis.
Risk Management & Operational Resilience:
Identify and mitigate high-risk issues in the fuel supply chain before escalation.
Maintain a risk register and update mitigation actions monthly.
Fuel Theft Management
Collaborate with security team to ensure ≥95% closure of fuel theft cases.
Team Performance & Leadership:
Maintain high team engagement scores through structured development and feedback mechanisms.
Supervisory Responsibilities:
Supervise and manage the performance of the cross functional fuel operations team.
Lead, develop, and manage the team to ensure optimal performance
Proactively identify and resolve personnel issues in conjunction with Human Resources
Recruit, develop and retain staff, partnering with Human Resources. This includes on-boarding and orientation for new hires.
Provide disciplined performance management for team. Define and communicate annual goals, perform formal and informal performance reviews, and ensure changes and updates are communicated in a timely and professional manner.

Requirements
First Degree in Telecom/Engineering or Supply Chain related background.
10+ years’ experience in Telecommunications site operations.
Minimum of 8–10 years in fuel supply chain/logistics or operations management, with at least 5 years in a leadership role
Strong knowledge of fuel handling regulations and storage requirements
Experience with fuel monitoring and tracking systems.
