Role Summary
The Project Manager will provide overall leadership, coordination, and strategic oversight for the implementation of the programme.
The successful candidate will be responsible for ensuring that all programme components are delivered on time, within scope, and to the highest quality standards.
The Project Manager will supervise technical and operational teams, coordinate stakeholders and
employer partners, oversee programme performance, manage risks, ensure compliance with programme requirements, and drive achievement of training, certification, inclusion, and employment targets.
The role requires a highly strategic leader with demonstrated experience managing large-scaleworkforce development, digital skills, employment, BPO, education, or enterprise development programmes involving multiple stakeholders and delivery locations.
Key Responsibilities
Strategic Leadership and Programme Management:
Provide overall leadership for programme planning, implementation, monitoring, and reporting.
Lead the execution of the programme's training-to-employment strategy and ensure alignment with programme objectives.
Translate programme goals into detailed implementation plans, operational workplans, and performance targets.
Ensure effective coordination between training delivery, employer engagement, placement, communications, safeguards, GESI, and MEL functions.
Drive programme performance against beneficiary recruitment, certification, and employment targets.
Team Leadership and Supervision:
Directly supervise programme technical and operational personnel
Conduct regular performance reviews and provide strategic guidance to programme teams.
Foster a culture of accountability, collaboration, innovation, and results delivery.
Lead programme management meetings and implementation review sessions.
Stakeholder and Partnership Management:
Manage relationships with government institutions, employers, BPO operators, innovation hubs, training centres, industry associations, and strategic partners.
Lead high-level stakeholder engagement and representation of the programme at meetings, events, and consultations.
Support employer partnership development and job placement initiatives.
Coordinate strategic partnerships that strengthen programme sustainability and employment outcomes.
Training and Workforce Development Oversight:
Oversee curriculum implementation and quality assurance processes.
Ensure training pathways remain aligned with employer demand and labour market needs.
Monitor training performance, certification outcomes, and learner progression.
Support employer co-creation processes and workforce readiness initiatives.
Employment and Placement Oversight:
Oversee implementation of employer engagement and job placement strategies.
Ensure internship, apprenticeship, remote work, and employment pathways are operational.
Monitor employment outcomes and placement targets.
Strengthen relationships with local and international employers to increase job opportunities for graduates.
Risk Management, Compliance and Quality Assurance
Oversee programme risk management and mitigation measures.
Ensure compliance with programme policies, safeguarding requirements, environmental
and social standards, and operational procedures.
Monitor implementation quality across all delivery locations.
Lead corrective action planning where performance gaps are identified.
Performance Management and Reporting:
Monitor programme progress against workplans, milestones, and performance indicators.
Review technical reports, dashboards, and implementation updates.
Provide strategic recommendations to improve programme effectiveness and efficiency.
Lead the preparation of programme performance reports and implementation reviews.
Required Qualifications
Education:
Master's Degree in Project Management, Business Administration, International Development, Public Policy, Education, Economics, Management, Human Resource Development, Technology Management, or a related field.
A Bachelor's degree in a relevant discipline with substantial senior management experience may be considered.
Professional Experience
Minimum of 10 years of progressively responsible experience managing large-scale programmes in workforce development, skills development, employment, education, digital economy, BPO, entrepreneurship, technology, or economic development.
Demonstrated experience leading multi-state or national programmes involving multiple stakeholders and delivery partners.
Experience managing complex projects with large beneficiary targets and measurable employment outcomes.
Strong experience in stakeholder engagement, partnership development, and programme governance.
Experience in managing programme implementation across multiple locations simultaneously.
Experience in workforce development, BPO, digital skills, technology-enabled services, or job creation initiatives is highly desirable.
Experience working with government agencies, private sector employers, development organisations, and industry stakeholders
Preferred Certifications:
Project Management Professional (PMP).
PRINCE2 Practitioner.
Agile Project Management Certification.
Certified Scrum Master (CSM).
Results-Based Management (RBM) Certification.
Monitoring and Evaluation Certification.
Change Management Certification.
Risk Management Certification.
Lean Six Sigma Green Belt or higher.
