Job Title: Subsea Umbilicals, Risers, and Flowlines (SURF) Manager
Location: Nigeria
Job Summary
The SURF Manager is responsible for the overall management, coordination, and execution of Subsea Umbilicals, Risers, and Flowlines (SURF) engineering, procurement, fabrication, installation, commissioning, and integrity management activities.
The role provides strategic leadership and technical oversight to ensure safe, efficient, and cost-effective delivery of SURF systems throughout the project lifecycle while ensuring compliance with company standards, regulatory requirements, and industry best practices.
Key Responsibilities
SURF Project Leadership:
Lead the planning, execution, and delivery of SURF projects from concept selection through commissioning and handover.
Manage multidisciplinary engineering, procurement, fabrication, installation, and commissioning teams.
Develop and implement project execution strategies, schedules, budgets, and resource plans.
Ensure project objectives relating to safety, quality, cost, and schedule are achieved.
Interface with clients, contractors, vendors, regulatory authorities, and project stakeholders.
Engineering and Technical Oversight:
Provide technical leadership for the design, fabrication, installation, and operation of subsea flowlines, rigid and flexible pipelines, risers, umbilicals, jumpers, pipeline end terminations (PLETs), pipeline end manifolds (PLEMs), and subsea structures and tie-in systems.
Review and approve engineering deliverables, design studies, specifications, procedures, and technical documentation.
Ensure compliance with applicable codes, standards, and project requirements.
Support concept selection, FEED, detailed engineering, and operational readiness activities.
Offshore Installation and Construction Management:
Coordinate offshore construction vessels, installation contractors, and support teams.
Monitor project progress and offshore execution performance.
Support mobilization, offshore readiness reviews, and project assurance activities.
Asset Integrity and Operational Support:
Develop and implement SURF integrity management and inspection programs.
Support Inspection, Repair, and Maintenance (IRM) activities and subsea intervention campaigns.
Review integrity assessments, anomaly investigations, and fitness-for-service evaluations.
Provide technical support for operational issues, repairs, modifications, and life-extension projects.
Ensure long-term reliability and performance of SURF assets.
Health, Safety, and Environmental (HSE) Responsibilities:
Promote a strong safety culture across all project activities.
Ensure compliance with company HSE policies, client requirements, and regulatory standards.
Lead HAZID, HAZOP, SIMOPS, JSA, and risk assessment activities.
Ensure safe execution of offshore and onshore project activities.
Participate in incident investigations and implementation of corrective actions.
Project Controls and Commercial Management:
Monitor project costs, schedules, risks, and resource utilization.
Participate in contract management, change management, and claims evaluation processes.
Support procurement, vendor management, and contractor performance monitoring.
Provide regular project status reports and management updates.
Knowledge Transfer and Team Development:
Mentor and develop local engineers and project personnel.
Lead structured knowledge transfer and competency development programs.
Support succession planning and local content development initiatives.
Promote continuous improvement and lessons-learned programs.
Requirements
Qualifications:
Bachelor's Degree in Mechanical Engineering, Marine Engineering, Ocean Engineering, Civil Engineering, Petroleum Engineering, Naval Architecture, or a related engineering discipline.
Master's Degree in Engineering, Project Management, or Business Administration is advantageous.
Professional engineering registration or membership of a recognized engineering institution is preferred.
Experience:
Minimum of 10 years' experience in subsea engineering, SURF engineering, offshore construction, or project execution within the oil and gas industry.
Minimum of 10 years' experience in senior engineering, project management, construction management, or SURF leadership roles.
Extensive experience managing SURF systems across FEED, detailed engineering, procurement, fabrication, installation, commissioning, and operations phases.
Proven experience supporting deepwater and ultra-deepwater field developments.
International offshore project experience is highly preferred.
Demonstrated experience leading major EPCI and subsea development projects.
Required Certifications:
Professional Engineering Registration or Certification (preferred).
BOSIET/FOET with CA-EBS.
HUET Certification.
Offshore Medical Certificate.
HAZID/HAZOP and Risk Assessment Training.
Project Management Certification (PMP, PRINCE2, or equivalent) is advantageous.
Any client-specific or project-required certifications.
Technical Skills:
Expert knowledge of SURF engineering, subsea systems, offshore installation, and asset integrity management.
Extensive experience with rigid pipelines, flexible flowlines, risers, umbilicals, jumpers, and subsea tie-in systems.
Strong understanding of deepwater installation methodologies and offshore construction operations.
Familiarity with DNV, API, ISO, NORSOK, IMCA, and international offshore industry standards.
Ability to review engineering analyses, installation procedures, risk assessments, and technical documentation.
Strong project management, commercial awareness, and stakeholder management capabilities.
Proficient in Microsoft Word, Excel, Outlook, PowerPoint, Primavera P6, MS Project, and engineering management software.

Experience supporting commissioning, start-up, and operational readiness activities.
