Job Title: Senior Marine Safety Inspector / Lead / Engineer
Location: Nigeria
Job Summary
The Senior Marine Safety Inspector / Lead / Engineer is responsible for ensuring the safe planning, execution, monitoring, and continuous improvement of marine and offshore operations.
The role provides technical leadership in marine safety management, vessel assurance, offshore construction safety, regulatory compliance, risk assessment, and incident prevention, ensuring all marine activities are conducted in accordance with company policies, international maritime regulations, and industry best practices.
Key Responsibilities
Marine Safety Management:
Lead marine safety assurance activities for offshore construction, marine transportation, logistics, and vessel operations.
Monitor compliance with company HSE policies, marine safety procedures, and project-specific safety requirements.
Conduct marine safety inspections, audits, assessments, and operational reviews.
Verify implementation of safety management systems onboard vessels and marine facilities.
Ensure compliance with International Maritime Organization (IMO), flag state, port state, and classification society requirements.
Support marine operational readiness reviews and vessel suitability assessments.
Inspection and Compliance Responsibilities:
Perform inspections of offshore construction vessels, barges, diving support vessels, anchor handling vessels, pipe-lay vessels, supply vessels, and marine terminals.
Monitor contractor and subcontractor compliance with marine safety requirements.
Risk Management and Incident Prevention:
Lead Job Safety Analysis (JSA), Hazard Identification (HAZID), and marine risk assessment activities.
Identify marine operational hazards and recommend mitigation measures.
Participate in SIMOPS planning and coordination activities.
Investigate incidents, near misses, and unsafe conditions and ensure corrective actions are implemented.
Develop lessons learned and safety improvement initiatives.
Emergency Preparedness and Response:
Support the development and implementation of marine emergency response plans.
Participate in emergency drills, vessel inspections, and safety exercises.
Assess emergency preparedness capabilities of marine assets and offshore facilities.
Coordinate with vessel management teams during emergency situations and incident investigations.
Leadership and Advisory Responsibilities:
Provide technical guidance and mentoring to marine safety personnel and offshore teams.
Support competency development and knowledge transfer initiatives.
Participate in management reviews and provide recommendations for safety improvements.
Promote a proactive safety culture across all marine operations.
Interface with clients, regulatory authorities, contractors, and vessel operators on marine safety matters.
Reporting and Documentation:
Prepare marine safety inspection reports, audit reports, and management summaries.
Maintain safety records, inspection registers, and compliance documentation.
Monitor key performance indicators (KPIs) and marine safety performance metrics.
Review contractor safety statistics and compliance reports.
Qualifications
Bachelor's Degree or Higher National Diploma (HND) in Marine Engineering, Nautical Science, Naval Architecture, Ocean Engineering, Mechanical Engineering, Safety Engineering, or a related discipline.
Professional qualifications in Marine Safety, Occupational Health and Safety, or Marine Operations are preferred.
Membership of a recognized professional marine or safety organization is advantageous.
Experience:
Minimum of 10 years' experience in marine safety, offshore HSE, marine assurance, vessel operations, or offshore construction support within the oil and gas industry.
Minimum of 10 years' experience in senior marine safety, inspection, assurance, or leadership roles.
