Padua Petroleum Nigeria Limited (PPNL) is an indigenous company established to provide a unique range of services to the Nigerian Oil and Gas Industry.

We venture into this industry with the objective of building on existing limited in- country capacity. In view of the enormous opportunities which abound in the Oil and Gas industry in Nigeria and the new findings in other African countries, there is need for more indigenous players to fill the yawning gap by providing competitiveness and quality service delivery to the industry.

We are recruiting to fill the position below:

Job Title: Senior Marine Safety Inspector / Lead / Engineer

Location: Nigeria

Job Summary

  • The Senior Marine Safety Inspector / Lead / Engineer is responsible for ensuring the safe planning, execution, monitoring, and continuous improvement of marine and offshore operations.
  • The role provides technical leadership in marine safety management, vessel assurance, offshore construction safety, regulatory compliance, risk assessment, and incident prevention, ensuring all marine activities are conducted in accordance with company policies, international maritime regulations, and industry best practices.

Key Responsibilities
Marine Safety Management:

  • Lead marine safety assurance activities for offshore construction, marine transportation, logistics, and vessel operations.
  • Monitor compliance with company HSE policies, marine safety procedures, and project-specific safety requirements.
  • Conduct marine safety inspections, audits, assessments, and operational reviews.
  • Verify implementation of safety management systems onboard vessels and marine facilities.
  • Ensure compliance with International Maritime Organization (IMO), flag state, port state, and classification society requirements.
  • Support marine operational readiness reviews and vessel suitability assessments.

Inspection and Compliance Responsibilities:

  • Perform inspections of offshore construction vessels, barges, diving support vessels, anchor handling vessels, pipe-lay vessels, supply vessels, and marine terminals.
  • Monitor lifting operations, towing activities, marine transportation, loadouts, sea-fastening, and offshore installation operations.
  • Verify compliance with permit-to-work systems, risk assessments, and safe work procedures.
  • Review marine procedures, emergency response plans, lifting plans, and marine execution documents.
  • Monitor contractor and subcontractor compliance with marine safety requirements.

Risk Management and Incident Prevention:

  • Lead Job Safety Analysis (JSA), Hazard Identification (HAZID), and marine risk assessment activities.
  • Identify marine operational hazards and recommend mitigation measures.
  • Participate in SIMOPS planning and coordination activities.
  • Investigate incidents, near misses, and unsafe conditions and ensure corrective actions are implemented.
  • Develop lessons learned and safety improvement initiatives.

Emergency Preparedness and Response:

  • Support the development and implementation of marine emergency response plans.
  • Participate in emergency drills, vessel inspections, and safety exercises.
  • Assess emergency preparedness capabilities of marine assets and offshore facilities.
  • Coordinate with vessel management teams during emergency situations and incident investigations.

Leadership and Advisory Responsibilities:

  • Provide technical guidance and mentoring to marine safety personnel and offshore teams.
  • Support competency development and knowledge transfer initiatives.
  • Participate in management reviews and provide recommendations for safety improvements.
  • Promote a proactive safety culture across all marine operations.
  • Interface with clients, regulatory authorities, contractors, and vessel operators on marine safety matters.

Reporting and Documentation:

  • Prepare marine safety inspection reports, audit reports, and management summaries.
  • Maintain safety records, inspection registers, and compliance documentation.
  • Monitor key performance indicators (KPIs) and marine safety performance metrics.
  • Review contractor safety statistics and compliance reports.

Qualifications

  • Bachelor's Degree or Higher National Diploma (HND) in Marine Engineering, Nautical Science, Naval Architecture, Ocean Engineering, Mechanical Engineering, Safety Engineering, or a related discipline.
  • Professional qualifications in Marine Safety, Occupational Health and Safety, or Marine Operations are preferred.
  • Membership of a recognized professional marine or safety organization is advantageous.

Experience:

  • Minimum of 10 years' experience in marine safety, offshore HSE, marine assurance, vessel operations, or offshore construction support within the oil and gas industry.
  • Minimum of 10 years' experience in senior marine safety, inspection, assurance, or leadership roles.
  • Extensive experience supporting offshore construction, marine transportation, vessel operations, and subsea installation projects.
  • Proven experience conducting marine safety inspections, audits, incident investigations, and risk assessments.
  • International offshore project experience is highly preferred.
  • Experience working with offshore contractors, vessel operators, EPC/EPCI contractors, and marine logistics providers.

Required Certifications:

  • NEBOSH International General Certificate or equivalent.
  • ISO 45001 Lead Auditor Certification (preferred).
  • BOSIET/FOET with CA-EBS.
  • HUET Certification.
  • Offshore Medical Certificate.
  • Incident Investigation Training.
  • Risk Assessment and HAZID/HAZOP Training.
  • Any client-specific or project-required certifications.

Technical Skills:

  • Strong knowledge of marine safety management systems and offshore HSE requirements.
  • Thorough understanding of IMO regulations, SOLAS, MARPOL, ISM Code, and offshore industry standards.
  • Experience in marine assurance, vessel inspections, offshore construction safety, and marine logistics operations.
  • Strong understanding of lifting operations, towing, loadouts, transportation and installation (T&I), and SIMOPS management.
  • Ability to review marine procedures, emergency response plans, and risk assessments.
  • Familiarity with DNV, ABS, Lloyd's Register, Bureau Veritas, and other classification society requirements.
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and HSE reporting systems.

Preferred Additional Requirements

  • Demonstrated experience on major offshore construction, SURF, drilling, subsea installation, and marine transportation projects.
  • Experience supporting marine warranty survey activities and vessel assurance programs.
  • Proven capability in mentoring and transferring technical knowledge to local personnel.
  • Familiarity with Nigerian maritime regulations and international offshore marine safety standards.
  • Experience working onboard offshore construction vessels, diving support vessels, and marine logistics assets.
