Job Title: Construction Surveillance Manager

Job Summary
The Senior Construction Surveillance is responsible for overseeing, monitoring, and verifying construction activities to ensure compliance with approved engineering designs, project specifications, quality requirements, HSE standards, and contractual obligations.
The role provides independent surveillance and assurance of construction execution across fabrication, installation, commissioning, and project delivery phases to ensure safe, efficient, and high-quality project outcomes.
Key Responsibilities
Construction Surveillance and Monitoring:
Conduct continuous surveillance of construction, fabrication, installation, and commissioning activities.
Verify that work is executed in accordance with approved drawings, specifications, procedures, method statements, and project requirements.
Monitor contractor and subcontractor performance to ensure compliance with project standards and contractual obligations.
Identify deviations, non-conformances, and construction deficiencies and ensure timely corrective actions are implemented.
Provide assurance that construction activities comply with applicable engineering codes, standards, and regulatory requirements.
Construction Execution Oversight:
Monitor activities related to structural fabrication and installation, mechanical construction and equipment installation, piping fabrication and installation, electrical and instrumentation works, offshore construction and subsea installation activities, and hook-up, commissioning, and start-up support activities.
Review construction progress and verify completion of work packages and milestones.
Participate in constructability reviews and field engineering activities.
Ensure effective coordination between engineering, procurement, construction, and commissioning teams.
Quality Assurance and Compliance:
Verify implementation of Quality Control Plans, Inspection and Test Plans (ITPs), and construction quality procedures.
Witness inspections, testing, and acceptance activities as required.
Review construction records, inspection reports, test results, and quality documentation.
Participate in audits, assessments, and compliance reviews.
Ensure proper documentation and traceability of construction activities.
Health, Safety, and Environmental (HSE) Responsibilities:
Promote and enforce compliance with company HSE policies and project safety requirements.
Participate in Job Safety Analysis (JSA), Hazard Identification (HAZID), toolbox talks, and risk assessment activities.
Monitor construction activities to ensure safe work practices and permit-to-work compliance.
Identify unsafe conditions and behaviors and recommend corrective actions.
Participate in incident investigations and implementation of lessons learned.
Reporting and Stakeholder Coordination:
Prepare surveillance reports, field observations, compliance reports, and management updates.
Provide recommendations regarding construction quality, schedule performance, and risk mitigation.
Interface with client representatives, contractors, consultants, inspectors, and project stakeholders.
Participate in progress meetings, construction reviews, and project assurance activities.
Escalate critical issues that may impact project safety, quality, cost, or schedule.
Knowledge Transfer and Capacity Development:
Mentor and support local construction personnel and junior engineers.
Facilitate knowledge transfer and competency development initiatives.
Promote construction best practices and continuous improvement programs.
Support local content and workforce development objectives.
Qualifications
Bachelor's Degree or Higher National Diploma (HND) in Mechanical Engineering, Civil Engineering, Structural Engineering, Marine Engineering, Petroleum Engineering, Electrical Engineering, or a related engineering discipline.
Professional engineering registration or membership of a recognized engineering institution is preferred.
Additional certifications in construction management, quality management, or project management are advantageous.
Experience:
Minimum of 10 years' experience in construction, fabrication, installation, commissioning, or project execution within the oil and gas industry.
Minimum of 10 years' experience in construction surveillance, construction supervision, field engineering, quality assurance, or project assurance roles.
Extensive experience in EPC, EPCM, and EPCI project environments.
Proven experience on offshore, onshore, subsea, marine, refinery, gas processing, or petrochemical projects.
International project experience is highly preferred.
Demonstrated experience monitoring multidisciplinary construction activities on major capital projects.
Required Certifications:
BOSIET/FOET with CA-EBS (for offshore assignments).
HUET Certification (for offshore assignments).
Offshore Medical Certificate (where applicable).
HSE Training and Risk Assessment Certification.
ISO 9001 Awareness or Lead Auditor Certification (advantageous).
Project Management Certification (advantageous).
Any client-specific or project-required certifications.
Technical Skills:
Strong knowledge of construction methodologies, fabrication processes, installation techniques, and commissioning activities.
Thorough understanding of quality assurance, construction surveillance, and compliance verification processes.
Familiarity with international standards including API, ASME, ISO, DNV, AWS, IEC, and related industry codes.
Ability to interpret engineering drawings, specifications, procedures, schedules, and technical documentation.
Experience with construction management systems, reporting tools, and project controls processes.
Proficient in Microsoft Word, Excel, Outlook, PowerPoint, and project reporting applications.

Strong understanding of international project execution standards and best practices.
