Job Title: Senior Core Network / OCS / BSS Engineer (MVNE/MVNO)

Location: Victoria Island, Lagos

Responsibilities
MVNE/MVNO Deployment:

• Design and deploy a complete MVNE/MVNO core network.
• Lead end-to-end implementation from planning through commercial launch.
• Coordinate with MNOs, vendors, and roaming partners.
• Configure and optimize the mobile core network.
• Develop migration and rollout strategies.

Core Network:

• Configure, integrate, and maintain core network elements including:
  • HLR/HSS
  • STP
  • DRA
  • EIR
  • IMS (preferred)
  • SMSC
  • USSD Gateway
  • OTA Platform
  • SIM Provisioning
  • VoLTE (advantage)
  • Diameter & SS7 signaling

OCS & Charging:

• Deploy and manage the Online Charging System (OCS).
• Configure prepaid and postpaid charging.
• Manage rating and charging plans.
• Configure product catalog.
• Oversee balance management.
• Manage voucher management.
• Configure promotions and bundles.
• Manage Data, Voice and SMS charging.

BSS / OSS:

• Manage and integrate the following systems:
  • CRM
  • Billing System
  • Mediation
  • Provisioning
  • Order Management
  • Product Catalog
  • Customer Self-Care
  • Dealer Management
  • Number Management
  • Trouble Ticketing
  • Reporting & Analytics

Network Integration:

• API integrations
• Diameter
• SS7
• SMPP
• SIP
• SOAP/REST APIs
• CAMEL
• MAP
• CAP

Operations:

• After launch, take ownership of:
  • Network monitoring
  • Fault management
  • Capacity planning
  • Vendor coordination
  • SLA management
  • Performance optimization

Security:

• Network security implementation.
• Fraud prevention.
• SIM security.
• Revenue assurance support.
• Compliance with telecom regulations.

Requirements

• 7+ years in telecom engineering.
• At least one successful MVNO or MVNE deployment.
• Strong experience with: Mobile Core Network, OCS, BSS/OSS, HLR/HSS, Diameter, SS7, SMSC, USSD, SIP, SMPP.
• Experience integrating with multiple MNOs.
• Strong Linux administration skills.
• Experience with virtualization (VMware/KVM/OpenStack).
• Database knowledge (Oracle, PostgreSQL, MySQL).
• API integration experience.
• Strong troubleshooting and analytical skills.

Salary
N750,000 - N1,000,000 monthly.
