Job Title: Spread QA / QC Engineer
Location: Abuja (FCT)
Job Responsibilities
Awareness of the Nigeria Health and Safety Management System
Required to fulfil the responsibilities of an employee as specified in company's Health and Safety Management System
Responsible for planning, coordinating, executing, and documenting all pre-commissioning, commissioning, start-up, and handover activities associated with gas pipeline systems, stations, pigging facilities, valve stations, utility systems, and associated equipment.
Ensures that all systems are tested, operated, and handed over safely in accordance with project specifications, applicable standards, regulatory requirements, and client expectations.
Implement the QA / QC management system on site.
Coordinate quality inspections with the EPC Contractors, sub-contractors and vendors and also coordinate all non-destructive testing on site.
Coordinate with the Owner’s representative on all quality matters.
Distribute relevant QA / QC documentation to site the EPC Contractors.
Verify that the quality related site activities are in accordance with the applicable codes and standards.
Participate in the site internal and external site audits.
Coordinate all the quality site inspections through the site QC inspectors.
Ensure all quality control documentation is compiled and completed for as-built hand over through the QC Manager / Spread Manager.
Control all non-conformance reports and undertake remedial actions.
Complete site quality control instructions and action remedial responses.
Review the Owner’s specification and undertake relevant training to the site QC inspector.
Monitor the implementation of the approved site QC Plan.
Complete and coordinate the approval of the sites QC technical submittals to the Owner.
Coordinate with the Quality Manager / Spread manager on all quality issues. Coordinate and chair the QA / QC site weekly meetings with the EPC Contractors QC personnel.
Ensure that safety is adhered to on site.
Assure all technical documents relating to site quality control are approved for construction.
Review work procedures and method statements for compliance with good work practices.
Interpret and review shop drawings.
Inspect completed work and / or work in progress to determine whether the work meets specifications and plan requirements.
Monitor overall construction performance with regard to technical quality and compliance with design and specification requirements.
Note and report on work that does not meet requirements.
Educate workers on the required standards.
Work with Spread Manager / Construction Manager to identify approaches and methods to improve overall quality.
Monitor the disposition of all issued non-conformance reports.
Monitor the progress and effectiveness of the project quality management system. Recommend and implement improvements when required.
Review the EPC Contractor's QA / QC documents (quality plans, work procedures, etc.) prior to start of construction activities.
Review contractor's personnel qualification (e.g. Non-Destructive Testing, Welders, Destructive Testing, Painting, Insulation, Refractory) prior to and during the construction activities.
Requirements
Educational Qualification:
Bachelor's Degree in Mechanical Engineering, Chemical Engineering, Petroleum Engineering, Electrical Engineering, or related discipline.
COREN registration or equivalent professional membership is an advantage.
8–12 years experience in Multidiscipline QA/QC function on oil & gas projects.
Experience with ITPs, NDE, WPS, WQT, Weld Fit-ups and Dimensional Checks
Conversant with API, NACE, SSPC, ISO, ASME, ASTM standards..
Experience on large-diameter gas transmission pipelines, compressor stations, pigging facilities, metering stations, or related facilities.
Prior experience on EPC, PMC, or Owner's Engineer projects is preferred.

Detailed technical background and experience in welding technology, NDE, materials technology. (e.g. welding engineer, NDE level 2).
Technical background and experience with handling of quality matters of various disciplines i.e. pipeline, piping, structural, electrical, instrumentation, coating, insulation, fire proving etc.

Ability to work under schedule pressure and in remote site locations.
