Job Title: State ACSM Engagement Coordinator Consultant

Purpose of the Position
The GTS-COMM-R Grant will digitize the Community Mobilization Monitoring and Reporting Toolkit, which is structured around four key phases: Entry, Planning, Implementation, and Transition.
To ensure effective implementation and institutionalization of this digital system at the state level, the project requires a dedicated State Advocacy, Community Engagement and Reporting Coordinator.
The primary purpose of this position is to provide strategic leadership in coordinating stakeholder engagement, strengthening advocacy efforts, and ensuring effective implementation of the digitized community mobilization monitoring and reporting framework across all four phases.
The coordinator will serve as the organization's representative at the Advocacy, Communication and Social Mobilization (ACSM) Working Group, ensuring visibility, active participation in technical discussions, and alignment with state priorities and partner initiatives.
The position will also facilitate collaboration with government agencies, development partners, traditional and religious leaders, and other key stakeholders to strengthen ownership, improve coordination, and support the collection, validation, and utilization of high-quality community engagement data.
Through continuous stakeholder engagement, technical coordination, and performance monitoring, the coordinator will contribute to the successful rollout, adoption, and sustainability of the digitized toolkit while enhancing the effectiveness of community mobilization activities under the GTS-COMM-R Grant.
The State Engagement Consultant will support ACSM program implementation in the state and participate in all technical working groups activities in collaboration with government stakeholders and partners.
The role involves working closely with Health care workers, Field monitors, community members and leaders, and other stakeholders to support the effective implementation of ACSM activities.
What You’ll Do
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned:
Support the activities of ASCM working group and weekly ACSM meetings in assigned states within Polio and RI program
Strong engagement with Traditional institutions and network
Facilitated the Engagement with CBO and CSO in assigned states in collaboration with ACSM partners
Provide Supportive supervision of data collectors during implementation
Provide Data analysis and documentation of state ACSM activities in collaboration with other partners
Provide technical support and strengthen monitoring and reporting of ACSM activities.
Design and execute advocacy plans to influence policy and decision-makers at the state level.
Establish and maintain relationships with state government officials
Analyze state-level policies and legislation to identify opportunities for advocacy and inform strategy development
Build and maintain coalitions and partnerships with state-level organizations to advance advocacy goals.
Plan and execute events such as rallies, town halls, and lobby days to mobilize public support for advocacy issues
Work closely with national and local teams to ensure alignment and coordination of advocacy efforts
Provide training and capacity-building support to state-level partners and stakeholders to enhance their advocacy and mobilization skills.
Monitor and report on the progress of state-level advocacy efforts, including successes, challenges, and lessons learned.
Share lessons learned and best practices from state-level advocacy efforts to inform national and local advocacy strategies.
Support the scale up of project and Work closely with other cross functional team within the organization
Participate in integrate RI, Polio and HIV response in the respective state
Adheres to Policies and Procedures as agreed.
Ensure to work within the assigned period of the contract as agreed
Who You Are
The requirements listed below are representative of the knowledge, skill and/or ability required to successfully perform this job.
B.Sc Degree in any related field
Strong experience working with traditional institutions and community stakeholders
Experience working with social demand promotion
Minimum of 2 years cognate experience in Community engagement project, NGO experience is an added advantage
Good understanding on the use of digital toolkit (ODK,Kobo etc)
Must have a good understanding of google workspace
Must have the ability to manage conflicts and resolve problems effectively
Strong leadership skills that include the ability to motivate others, delegation, and timely/quality decision-making
Solid organizational skills, including multitasking and time-management
Must have the ability to manage conflicts and resolve problems effectively
Excellent interpersonal communication skills, organizational skills and great attention to detail. Must be able to work as a member of a team and possess good problem-solving skills
Must have flexibility in working hours, including on-call availability and the willingness to work holidays. Excellent customer service skill
Language Ability:
English is the spoken and written language
Ability to speak Hausa, and Fulani is desirable
Ability to write reports, and business correspondence. English is the spoken and written language
Ability to effectively present information and respond to questions from executive and senior managers, employees, the general public, and clients/partners
Preferable candidate who reside in Borno State.
Supervisory Responsibilities:
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Supervises assigned Project Management staff.
