This is aimed at increasing local ownership, funding effectiveness and strengthening of local talent for the adequate provision of quality technical assistance for healthcare and development in Nigeria as part of the US President's Emergency Fund for AIDS Relief (PEPFAR II )'s central sustainability theme. We are recruiting for the positions of:
1.) Associate Director, Clinical Services
Location: Abuja
Incumbent will be a key member of the senior management team and provide strategic direction for the implementation of various health interventions including comprehensive HIV care and treatment services.
Responsible for technical/clinical care and management aspects of current and future program activities.
Oversee a team of managers providing technical support in capacity building, clinical service delivery of HIV care and treatment, strategic behavior change communication etc. at the central office to supported facilities providing HIV/AIDS care and treatment services that are consistent with the national HIV/AIDS plan in Nigeria.
Review program/project proposals to ensure technical compliance and consistency with organizational program principles and donor funding criteria.
Assess technical and other relevant capacities of implementing partners and supported organizations in carrying out planned program activities.
Provide direct technical assistance, in collaboration with program support and state coordination units to health care facilities supported by the organization; such assistance might include training of staff, database development, facilitation and improvement of community linkages, enhancing laboratory support, for patient flow analysis, development or improvement of referral systems,improvement of pharmacy care services etc.
Supervise sector managers (MCH, HIV/AIDS, RH, etc.) and provide assistance to successfully implement current programs, ensure consistency with strategic and annual plans, and further develop and integrate these sectors where appropriate.
Review program/project narrative and related financial reports submitted by program managers, share feedback with supervisor and concerned sectors/partners, and initiate appropriate/necessary follow up action recommended or warranted by monitoring reports.
Enhance capacity of program staff to better implement their role in the technical planning, management and evaluation of HIV/AIDS and other health programs.
Conduct regular field visits to field program sites and activities on a regular basis to review overall status of program implementation.
Qualifications, Knowledge, Skills & Ability
Degree in Medicine, Public Health or a related field and a Masters degree or equivalent in public health or related fields
At least 8 years post NYSC experience of running/implementing public health programs preferably in the NGO context in developing countries 4 years of which must be at a senior management level
Knowledge of the policies, regulations, reporting formats, and cultures of principal donors, including USAID, EC, DF)D, CDC/PEPFAR, and others
Extensive clinical experience in care and treatment of HIV/AIDS patients
Demonstrated experience in non-profit sector in a program management role
Strong supervisory and management skills
Ability to lead teams and promote cross learning
Ability to handle confidential information with discretion and make reasoned judgments in a timely fashion. Committing to a course of action without undue delay or prevarication
Experience of dealing with difficult and sensitive situations in a diplomatic and professional manner .Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g., USAID, CDC/PEPFAR and other grant funders
An in depth understanding of national and international development issues in particular in relation to reproductive health and HI V/AIDS
Previous experience of managing and developing a team and the ability to lead, motivate and develop others.
2.) Associate Director, Health Systems Strengthening
Location: Abuja
The incumbent will oversee the implementation and development of overall Health Systems Strengthening strategy
Provide strategic/technical expertise and guidance on health systems strengthening activities for the organisation
Assesses all CIHP partners to identify gaps and develop strategies to address all identified especially in the area of the six health system building blocks
Ensures technical accuracy of CIHP's HIV Prevention, Care and Treatment strategies and performance goals are in line with national and international standards .
Provides technical leadership and guidance during the development of CIHP's annual work plan and participates in the planning and budgeting activities, especially as regards to Health Systems strengthening
Manages and mentors the Capacity Building, and Health Strengthening Systems team in implementation of health system strengthening activities.
Coordinates and liaises with other Unit heads to ensure the principles of quality program management.
Provide technical guidance and assistance to all implementing partners including GON, FMOH, NACA, SMOH, SACA, health and training institutions, NGO and CBOs.
Provides leadership for technical reporting according to defined reporting schedule and writes regular timely monitoring and technical reports as required by CIHP and donor
Coordinates technical partner relationships as may be assigned by leadership.
Support the process of identifying, documenting, disseminating and scaling up HIV/AIDS care and treatment best practices in accordance with national guidelines.
Develop sustainable health systems strengthening strategies to support state wide coverage of HIV/AIDS programming in four focused states.
Qualifications, Knowledge, Skills & Ability
A medical degree and/or a master's degree in Public Health, Health Services Management or other clinical discipline
At least 8 years post NYSC experience with considerable experience in working with indigenous partners in Nigeria, 4 years must be of working in a management position in HIV/AIDS prevention, care & treatment programs
Understanding of the Nigerian Health Services system
Working knowledge of HIV/AIDS and Health programs funded by PEPFAR or other international assistance organizations
Experience in organizational needs assessments, situation analysis, proqram design/management, and monitoring/evaluation
Practical experience in working with health systems including supply chain and logistics, capacity building, training, budgeting, strategic information etc.
Hands-on knowledge and skills in designing, planning, implementing and monitoring PMTCT, ART including Pediatric care, and TB/H IV programs
Sound understanding of current issues and developments in the field of HIV/AIDS and especially PMTCT, ART and HCT.
General Requirements

Effective written and verbal communication and presentation skills
Significant amount of travel may be involved for all positions.
