QHSE Manager at a Leading Indigenous Maritime and Energy Services Company

We are recruiting to fill the position below:

Job Title: QHSE Manager

Location: Lekki, Lagos
Employment Type: Full-time (Permanent)
Job Level: Intermediate - Senior Management
Reporting Line: Managing Director

Job Purpose

  • We are seeking aqualified and experienced QHSE professionals to join the team.
  • The QHSE Manager leads the development, implementation, and management of a robust Quality, Health, Safety, and Environment management system across the Company's fleet and shore-based operations.
  • The role provides independent assurance that vessels and operations are safe, seaworthy, compliant, technically reliable, and operationally ready to meet client, contractual, and regulatory requirements; while promoting a strong QHSE culture and driving continuous improvement in performance, reliability, and risk management.

Key Responsibilities
Strategy, Systems & Compliance:

  • Develop and implement QHSE strategy, policies, procedures, and manuals aligned with Nigerian regulations (DPR, NIMASA, NOSDRA) and international standards (ISO 9001/14001/45001, ISM/ISPS Code).
  • Manage permits, licenses, vessel certification, and classification/statutory compliance.
  • Maintain up-to-date knowledge of relevant legislation and ensure timely, accurate regulatory reporting.

Vessel & Asset Assurance:

  • Verify vessels remain safe, seaworthy, compliant, and ready for deployment.
  • Monitor maintenance programme effectiveness, technical reliability, and structural integrity of vessels, machinery, and mission-critical systems.
  • Track availability, downtime, and recurring failures, and recommend improvement initiatives.

Safety & Health Management:

  • Conduct hazard identification and risk assessments (HIRA) across vessel and shore-based operations.
  • Deliver safety training programmes and oversee emergency response planning and preparedness.
  • Manage incident investigations, root cause analysis, and corrective actions.
  • Develop occupational health programmes and manage medical emergencies/first aid arrangements.

Quality Management & Operational Assurance:

  • Verify compliance with operational procedures, company standards, and client requirements.
  • Monitor crew competency, certification, training, and watchkeeping standards.
  • Conduct vessel inspections and operational assessments; manage client feedback and complaints through corrective action.
  • Drive continuous improvement in operational discipline, efficiency, and service quality.

Environmental Management;

  • Develop and implement environmental management plans covering vessel and shore-based operating areas.
  • Monitor environmental compliance, manage waste disposal and pollution prevention, and conduct Environmental Impact Assessments.
  • Ensure preparedness for environmental incidents.

Audits, Inspections & Contractor QA:

  • Own the vessel and shore-based audit/inspection programme; conduct audits, investigations, and compliance reviews.
  • Raise Non-Conformance Reports (NCRs) and track corrective/preventive actions to closure.
  • Provide QA oversight during dry-docking, repairs, surveys, and major technical projects; monitor contractor and vendor performance against standards and contractual obligations.

Training, Reporting & Stakeholder Liaison:

  • Design and deliver QHSE training programmes; champion a strong QHSE culture.
  • Maintain performance dashboards and KPIs; report fleet and operational condition, readiness, and compliance to Management.
  • Liaise with and manage audits conducted by DPR, NIMASA, NOSDRA, and other regulatory bodies.

  • A strong, visible QHSE culture is embedded, with high levels of safety awareness, health protection, and quality discipline across the workforce.
  • Environmental compliance is maintained, with pollution incidents prevented and impacts effectively managed.
  • Client satisfaction is sustained through consistent service quality, responsive handling of feedback, and reliable operational performance.
  • Vessels and operations are consistently ready, reliable, and compliant with company, statutory, classification, and client requirements.
  • Risks, deficiencies, and non-conformities across safety, health, quality, and environmental performance are proactively identified and effectively resolved.
  • Regulatory submissions and audits (DPR, NIMASA, NOSDRA) are handled accurately and on time.
  • Measurable improvements are achieved across vessel/asset availability, safety performance, health outcomes, environmental stewardship, and overall service quality.

Person Specification
Qualifications & Certifications:

  • Degree/HND in Marine Engineering, Nautical Science, Maritime Studies, HSE, Environmental Science, Engineering, or related field.
  • NEBOSH certification; ISO 9001/14001/45001 and/or ISM Lead/Internal Auditor certification preferred; IOSH/IEMA membership advantageous.

Experience:

  • 7–10 years in maritime, oil & gas, logistics, or industrial operations, including 5+ years in a QHSE role and 3–5 years in Quality/Marine/Technical Assurance, Marine Surveying, Marine Superintendent, Port Captain, or Port Engineer roles.
  • Proven experience in audits, inspections, incident investigation, and compliance/policy implementation.

Knowledge & Skills:

  • Maritime regulations, ISM/ISPS Code, and Nigerian statutory compliance; ISO management systems; risk assessment and incident investigation.
  • Strong report writing, stakeholder engagement, and training delivery skills; computer proficient.

Personal Attributes:

  • Independent, objective, and high-integrity; strong attention to detail; analytical and improvement-oriented; effective communicator and leader able to influence and drive a strong QHSE culture.
