Catholic Relief Services (CRS) is an International non-governmental organization supporting relief and development work in over 99 countries around the world. CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs, therefore, strengthening and building the capacity of these partner organizations is fundamental to programs in every country in which CRS operates.

CRS re-established presence in Nigeria in 2000 and currently focuses on agriculture, health and emergency programming, Food Security, Nutrition, Non- Food Items, Water and Sanitation. CRS Nigeria currently a staff base above 300 spread across different locations of the country such as; Abuja, Adamawa, Akwa-Ibom, Benue, Borno, Delta, Enugu, Imo, Lagos, Nasarawa, Rivers and Yobe.

Title: Request for Proposal to Provide Coporate Health Insurance Services as a Health Maintenance Organization (HMO)

Location:
Abuja

Purpose
  • To provide corporate Health insurance services in the areas of routine care, neo-natal care, emergency, medical assistance, chronic condition treatment, healthy living consulting, pharmaceutical assistance, gym and health awareness services to CRS Nigeria staff.
Quote Validity:
  • Vendor proposals shall remain valid for one year from the deadline for receipt of quotations.
  • Additionally, for the successful bidder(s), the bids/quotes submitted shall also remain valid and not subject to review for a two-year period from the date of contract signing by the selected Health Maintenance Organization (HMO).
Duration of Contract:
  • The Contract period shall be from October 2020 to September 2022 subject to good performance in the first year of engagement.
Minimum Requirements
  • Evidence of company's incorporation with Corporate Affairs Commission (CAC)
  • Evidence of last three years (2017 - 2019) Tax Clearance Certificate
  • Evidence of a Tax Identification Number (TIN)
Technical Requirements:
  • Company Profile with in-country staff strength and registration with relevant Government Regulatory and professional bodies; proof of attendance to any of the any HMO local and International conferences and workshop and will enable the vendor to attract maximum points
  • Evidence of having functional Branches/presence in at least 30 States in the Country including the FCT (Please state verifiable addresses and contact persons)
  • Evidence of existing contracts with at least 3 International Organizations and 2 Non-governmental Organizations (All the organizations must have at least 50 staff strength)
  • Evidence of affiliation/registration with at least 5 Prime/Teaching Hospital; 7 Secondary Health Facilities and 10 Specialist Clinics/Hospitals across the 30 States
  • Evidence of recent (2017 - 2019) annual Returns and current audited accounts of your firm for the past three years (2016 - 2018)
  • Proof of past performance with at least reference letters from three clients
Pre-Qualification Criteria:
  • Your company must be a registered HMO organization with the requisite experience and track records for provision of Health Care/Insurance. The documents below must be made available in a sealed Technical bid:
Financial Bid/Price Quotes:
  • All Vendors are expected to submit all their Health Care Plans in a Tabular format using Spreadsheets with the detailed services available for each plan and the cadre of Hospitals available for it with the unit cost per staff (Additionally, soft copies should be included in the submission on a flash drive).
  • Note that the hard copy of the financial bid will have to accompany your submission to ensure committee members endorse their signatures on it after bid opening. At the minimum, the following services (including any limitations on duration and number of uses) shall be provided:
  • All other service provided by the HMO should be listed too
  • The vendor is also to provide premium terms per enrollee i.e. staff to include spouse and children (specify number in proposal if there is a maximum), if married ( family plan) and premium plan per enrollee ( individual plan)
  • For all the proposals meeting technical requirements, the lowest evaluated most responsive proposal shall be selected after the financial bid analysis. Therefore, vendors should ensure that all their line unit costs are competitive. This will take into account price, comprehensiveness of services, quality of services, availability of services, location and types of facilities available, hours of service, responsiveness, 24-hour help line, dedicated account manager and explicit coverage of all pre-existing conditions.
  • For all the proposals meeting technical requirements, the lowest financial compliant proposal shall be selected after the financial bid analysis.

  • Physiotherapy
  • X-Rays, Laboratory & Diagnostic Tests
  • Radiological Investigations on upper limb, lower limb, thorax, vertebrae, abdomen, skull series & ultrasound scan & other investigations
  • Accidents & Emergencies
  • Routine Immunizations
  • Minor Surgeries & Procedures
  • Intermediate Surgeries & Procedures
  • Ante-Natal Care + Delivery
  • Neonatal Care
  • Primary Dental Care(fillings, non-surgical extractions, preventive care)
  • Immunization 0-5years.
  • Eye exam and Eye Glasses (or Contact Lenses)
  • HIV/AIDS Care & Treatment including testing and counseling
  • Additional Immunizations for 0-5 years (Hepatitis B, HiB, MMR, Pneumococcal)
  • Dental Surgical Extraction
  • Major & Complex Surgeries & Procedures
  • Intensive Care Services
  • Evacuation (Hospital to Hospital & Road Side to Hospital)
  • Cancer Care: Oncology Tests, Drugs + Chemotherapy & Radiotherapy
Annual Health Checks:
  • Effective customer care services
  • Good refund policy regarding out-of-pocket expenditure and
  • Refund for non-use of service
  • Added customer satisfaction benefits
Additional Information:
  • This request for proposals solicitation has been advertised in numerous print and electronic media and hence, will be very competitive.
  • The successful bidder(s) shall be notified in writing and will be invited to sign a contract with CRS Nigeria.

  • Evidence of financial capability and bankerТs Reference letter;
  • Detailed list of national wide hospital providers in all 36 states of the federation and particularly the states named above.
  • Reference Company, Description of Type of Work Performed for Reference Company, Name of Contact Person at Reference Company, Telephone # / Email
  • In addition, provide documents establishing relationship with a federal hospital/state hospital, diagnostic lab, 2 reputable private hospitals and gym centers in Abuja, Adamawa, Akwa-Ibom, Benue, Borno, Delta, Enugu, Imo, Lagos, Nasarawa, Rivers, Yobe states respectively.
