We are currently providing assistance to women affected by forced displacement – including Cameroonian refugees and their host community counterparts in Nigeria.

Background
Society for the Rights of the Excluded and Disempowered (SOREX) is implementing a program to support economic and political participation of women affected by forced displacement, with support from Women’s Peace and Humanitarian Fund (WPHF). Within the last 2 years, the organization has mobilized and engaged with state and non-state humanitarian actors – including other women-focused CSOs who are leading crisis response at local, national and regional levels.

Having successfully used collaborative data processes to catalyze political will to institutionalize gender-responsive humanitarian action, the organization now intends to promote the good practice through a peer learning with other humanitarian actors – particularly women-led CSOs and state actors working in crisis settings.

Following her participation in the Global Women’s Forum held in Berlin, Germany in May 2023, the organization convened the African Feminist Organizations in Humanitarian and Emergency Response (AfricaFOrHER), and also intends to conduct a regional advocacy action to complement WPHF’s global advocacy efforts in promoting WPS-HA Agenda and the Berlin Declaration. The overarching objective of the advocacy is to advance gender-transformative localization of humanitarian program cycle management, including its data-informed planning processes and funding structures at regional and country levels.

As part of this joint advocacy action, SOREX will identify and document Feminist Humanitarian Innovators (FHI), so as to promote their expertise to a global audience through multiple online channels as well as through an in-person advocacy engagement with international and regional humanitarian policy makers.

The estimated outcome of the advocacy initiative is improved recognition and inclusion of women’s agenda and expertise in high-level humanitarian program decision-making processes, including its design, funding, implementation and review.

In view of the foregoing, Society for the Rights of the Excluded and Disempowered (SOREX) is looking for experienced and self-motivated candidates to fill the following short-term consultancy positions:

  • Capacity Building Consultant, Data Insight for Gender-Inclusive Humanitarian Action.

Capacity Building Consultant, Data Insight for Gender-Inclusive Humanitarian Action
Duties and Responsibilities

  • The selected consultant will specifically be called upon to design and conduct a short capacity building in collaborative data collection and analysis, targeting 15 staff of five local humanitarian partners, including women’s CSOs and government agencies.

The capacity building program will:

  • Apply participatory learning methods, to train selected participants – building their understanding and practical skills relevant to evidenced-based and data-driven programming, as well as delivering and evaluating local humanitarian services through the gender lens.
  • Provide hands-on training on research design, data collection and collaborative data use for humanitarian response planning
  • Center on the use of technologies such as ODK, Kobo ComeCare, MS-Excel, SPSS to plan, design, collect and analyze household data on the needs of population (including the peculiar needs of women and girls) affected by forced displacement. It will also cover data cleaning and analysis to generate useful insights that can feed into response planning.
  • Improve the capacities of humanitarian partners in the areas of data management and data-driven advocacies, as well as data-informed response planning
  • The consultant will also plan, design and conduct a joint action planning workshop, leveraging the data insights and feedbacks from the crisis-affected population to engage local humanitarian partners in developing a localized, gender-transformative humanitarian response plan that prioritizes the needs of women and girls in forced displacement.

Expected Deliverables
The expected deliverables include:

  • Draft and submit outlines of training modules, program, and methods for feedback
  • Develop participatory training materials and resources based on approved outlines
  • Design a pre and post training evaluation
  • Conduct classroom and field sessions on data collection, data cleaning and analysis
  • Conduct joint response planning workshop leveraging gender-differentiated data insights
  • Prepare and submit final reports incorporating evaluation findings and the joint response plan.

Total Duration of Assignment:

  • The duty station for the assignment is Takum, Taraba State.
  • The total duration of assignment shall not exceed 30 working days.

Competencies

  • Experience in capacity development of public institutions or civil society organizations
  • Experience in data analysis and applications in program planning, monitoring and evaluation
  • Experience in developing training materials and facilitating trainings/seminars/workshops;
  • Experience in use of technologies such as ODK, Kobo ComeCare, MS-Excel, SPSS.

Media and Communications Consultant, Joint Advocacy Action for WPS-HA Agenda
Duties and Responsibilities

The selected consultant will specifically be called upon to:

  • Work closely with feminist humanitarian responders at local and regional levels to document their works, challenges and expertise with a view to promoting them to a global audience
  • Develop, produce and deploy multimedia communications and advocacy tools (including an online media platform, a video documentary, monthly newsletter and brochures) targeting international humanitarian policy makers, particularly UNOCHA, UNHCR, IOM and the AU.
  • Initiate, deploy, maintain and enhance the advocacy newsroom page on an appropriate website.
  • Provide operational and communications support to SOREX/COSDO-led advocacy events
  • Identify and develop creative opportunities to increase awareness of the advocacy’s objectives and priority areas in line with the 2023 Berlin Declaration’s Call-to-Action
  • Provide guidance to feminist CSO partners, particularly members of the AfricaFOrHER Network, on the use of the advocacy and communication tools to engage in-country audience.

Expected Deliverables

  • Raise awareness of the Berlin Declaration, as it relates to the work, challenges and expertise of African Feminist CSOs, particularly the members of the AfricaFOrHER Network.
  • Produce media contents and multimedia packages for dissemination to global audiences;
  • Provide communication support for SOREX/COSDO-led local/regional advocacy efforts;
  • Provide monitoring and impact analysis of advocacy activities during the consultancy period
  • Provide support in crafting key messages, advocacy Notes/Briefs, communications strategies and other written materials as required by the Advocacy Focal Person;
  • Identify effective ways to engage with advocacy’s key target audiences (media, national government partners and international humanitarian organizations)

Location and Duration of Assignment:

  • The duty station for the assignment is Ogoja, Cross River State.
  • The total duration of assignment shall not exceed 60 working days

General Skills and Experience Required

  • A graduate Degree relevant to the chosen assignment
  • Three years of professional experience relevant to the chosen assignment
  • Demonstrated experience in writing and creating compelling project report
  • Demonstrated experience in building partnerships and maintaining relationships
  • Fluency in spoken and written English language.

Competencies:

  • Demonstrated understanding of effective outreach and monitoring;
  • Excellent knowledge of international media, social media tools and applications.
  • Excellent English writing and editing skills; Strong initiative-taker
  • Proven networking skills and ability to interact with partners, staff and senior management;
  • Graphic design capabilities are a strong asset; Familiarity with the UN system is an asset;
  • Familiarity with and strong interest in development issues; Very effective at multi-tasking;
  • Advocates and promotes the vision, mission, and strategic goals of AfricaFOrHER Network.

Evaluation Criteria

Travel Considerations

  • No travels from the duty station are envisaged for the duration of the assignment.
  • However, an additional budget will be provided to cover the cost of any travel that may become necessary for the purpose of delivering the assignment.

Note

  • Only candidates obtaining a minimum of 70% in the Technical Evaluation would be considered for the Financial Evaluation. Cumulative Analysis will be used in determining the best candidate for this assignment. When using this weighted scoring method, the award of the contract is made to the individual consultant whose offer has been evaluated and determined as compliant, having received the highest score out of a pre-determined set of weighted technical and financial criteria:
    • Technical Criteria weight: 70%.
    • Financial Criteria weight: 30%.
