Background
- Aquaculture plays a vital role in improving food security, nutrition, and household income, especially in urban and peri-urban areas where land and water resources are limited.
- Aquarium-based fish farming is an innovative and space-efficient aquaculture system that involves rearing fish in controlled containers such as glass or plastic aquarium tanks, or indoor rearing units.
- This system is particularly suitable for small-scale producers, women, youth, and vulnerable households.
- Aquarium fish farming allows for better control of water quality, feeding, and fish health compared to traditional open pond systems.
- It minimizes water usage, reduces exposure to predators, and supports year-round production. Species such as African catfish (Clarias gariepinus) and tilapia are well adapted to aquarium systems due to their tolerance to varying water conditions.
- This activity will provide a structured framework for implementing an aquarium-based aquaculture program that ensures efficient production, fish health, and measurable outcomes.
- The SUSTAIN Project prioritizes nutrition-sensitive agriculture, women empowerment, and climate-resilient livelihoods.
- By equipping women with practical skills in aquaculture and small-scale entrepreneurship, the project seeks to unlock the full potential of aquaculture.
- Empowering women in this way will not only increase household income but also enhance food and nutrition security, strengthen community resilience.
Terms of Reference (ToR ):
Objective:
- To establish and manage an efficient aquarium-based fish farming system for rearing healthy fish under controlled conditions, leading to improved fish survival, productivity, skills development, and income generation.
- To set up functional aquariums suitable for fish rearing
- To rear selected fish species under controlled environmental conditions
- To ensure proper feeding, health management, and water quality control
- To build the capacity of beneficiaries on aquarium fish farming techniques
- To promote small-scale aquaculture as a sustainable livelihood option.
Deliverables/Expected Outputs:
The expected deliverable are as follows:
Aquarium Setup:
- Procurement and installation of plastic aquariums (3000–4000 liters capacity)
- Provision of aquarium stands, covers, and protective materials
- Installation of aeration systems (air pumps, stones)
- Installation of filtration systems (internal or external filters).
Fish Species and Stocking:
- Selection of suitable species (Catfish juveniles)
- Stocking density in line with best aquaculture practices
- Acclimatization of fingerlings before stocking.
Feeding and Nutrition:
- Provision of quality formulated fish feed
- Feeding schedule and ration control
- Monitoring feed conversion and growth perfoWater Quality Management
- Regular monitoring of water temperature, pH, dissolved oxygen, and turbidity
- Partial water replacement schedules
- Cleaning and maintenance of aquariums and Fish Health Management
- Routine observation of fish behavior and health
- Disease prevention measures and biosecurity
- Use of approved drugs and treatments when necessary.

Opening, Evaluation of Tenders and Selection Criteria:
The opening and examination of tenders is for the purpose of checking whether the tenders are complete and whether the tenders are generally in order.

The subsequent evaluation of the tenders shall be carried out in Yola by an Evaluation Committee made up of representatives of Nuru Nigeria.
Tenders will be evaluated on the criteria listed below:

- Prices based on best value for money of items requested. (Financials)
- Financials must be on company letterhead
- Registered general supplier companies in furniture (Preferably)
- Adherence with technical specifications requested. (Technical)

- Similar past experiences with NGO/UN agencies. (Administrative)
- Availability of physical presence (Operational Office/shop). (Technical)
- Payment Terms and Conditions. (Technical)

Additional Information:
- In the interests of transparency and equal treatment and without being able to modify their tenders, bidders may be required, at the sole written request of the evaluation committee, to provide clarifications within forty-eight (48) hours.
- Any such request for clarification must not seek the correction of formal errors or of major restrictions affecting the performance of the contract or distorting competition.
- Any attempt by a bidder to influence the evaluation committee in the process of examination, clarification, evaluation and comparison of tenders, to obtain information on how the procedure is progressing or to influence
- Nuru Nigeria, in its decision concerning the award of the contract will result in the immediate rejection of the tender.
