Description of the Function
- Under the supervision of the Commissioner for Agriculture and Economic Affairs, the head of the position will lead the production and management of harmonised quality statistics and coordinate regional research and economic studies on regional integration for ECOWAS.
- Ensure that production methodology guides are necessary for the harmonisation of regional statistics and the creation of all regional databases relevant to the management and dissemination of harmonised quality statistics.
- Mobilize financial and technical resources for regional statistics and research.
Functions and Responsibilities
- Coordinate the ECOWAS Regional Statistical System and ensure the implementation of ECOWAS’ Statistical Policy and Programme, in collaboration with national and regional institutions.
- To exercise leadership in the development and maintenance of up-to-date statistical databases covering sub-regional integration activities, ensuring accuracy and consistency in the use of statistical data across the Commission.
- Supervise and ensure the effective dissemination of statistics and provide guidance on their analysis and interpretation.
- Ensure the development and maintenance of a comprehensive framework enabling access to the Commission's statistical databases.
- Coordinate the harmonisation of statistical instruments and methods, in collaboration with international statistical agencies, ensuring the consistency and comparability of data.
- Ensure the effective sharing of statistical data with regional stakeholders and development partners.
- Formulate and ensure the implementation of efficient statistical and analytical strategies to meet the Commission’s operational and study needs through the provision of advice on data sources, their quality and availability, as well as on research methodologies.
- Establish and coordinate the ECOWAS Research and Development Policy and Programme in collaboration with national and regional institutions.
- Coordinate research and economic studies on regional integration by providing advice and technical support in the identification and management of macroeconomic and social priorities, as well as issues related to poverty in the sub-region.
- Monitor the region’s development programmes in collaboration with other regional institutions.
- Contribute to the development of integration programmes and mobilize partnerships.
- Contribute to the preparation of the reports of the President of the Commission.
- exercise any other responsibilities assigned to it by the President of the Commission.
Academic Qualifications and Experience
- Master`s Degree in Economics, Statistics focusing on social, macroeconomic and political aspects of development, obtained in a recognized university.
- A PhD will be considered an advantage.
- 12 years of progressively responsible experience in the area of Studies and Policy and Statistical Programs, including 6 years of relevant international professional experience and 5 years in supervisory roles.
- Sound experience at regional level with interaction at national level,
- Proof of experience in similar office will be considered an advantage.
- Sound knowledge of research and analysis methodologies, as well as the ability to apply qualitative and quantitative approaches in the field of projects.
- Strong ability to analyze actions from the perspective of stakeholders and translate strategic thinking into a compelling action plan.
- Ability to interpret complex statistical data and translate it into decision-making policies and processes, using appropriate data analysis tools, namely EViews, STATA, SPSS and Excel, as well as software for qualitative analysis, to be determined according to the assignments and functional content of the position.
- Publication of at least three articles in international scientific journals with peer review in the areas of regional economy and statistics.

- Senior leadership experience in establishing strategic partnerships, working collaboratively and building consensus with various internal and/or external stakeholders on complex issues in a multidisciplinary government or international organization.
