Job Description
  • Component Manager (m/f) Livelihood & Economic Recovery of the project 'Support to the internally displaced and resilience of host communities in the north and north-east of Nigeria'
Field of Activity
  • Since 2009, Nigeria is the scene of attacks of Boko Haram against the population. In particular, the north-east of the country is affected by destruction and displacement. More than 20,000 people have been killed and about 2.2 million people are displaced from their communities.
  • The project will be financed by the Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) and the EU. It is in the context of Germany's commitment to 'fight causes for displacement and stabilize host communities - support refugees'. The project is in line with the EU action plan against refugee crises and with the national indicative programme of the 11th European Development Fund.
  • The project’s purpose is to improve the living conditions of internally displaced persons (IDP), the population in host communities and of IDPs returning to their communities of origin in north-eastern Nigeria.
  • The project focuses geographically on the federal states of Adamawa and Borno in north-eastern Nigeria where an estimated number of 5 million people is in need of support. With its measures of rehabilitation and development the project is complementary to humanitarian assistance which is provided by other actors. The planned interventions are closely coordinated and harmonized with other donors and stakeholders.
  • The project will be active predominantly in informal IDP camps and host communities and communities of origin of IDPs. It promotes the linkage of rehabilitation and development.
  • The aims of the project are to stabilize living conditions in the IDP population and population of host communities, allow the resumption of social and economic life of IDPs while they return to their communities of origin as well as the rehabilitation and reconstruction of these communities.
  • Access to formal and non-formal education, to health services, to energy, water and sanitation, the rehabilitation of road and other built infrastructure, the recapitalization of destroyed agricultural production materials, social transfers (cash transfers) and the revival of local economy are examples for areas of intervention. For the rehabilitation and reconstruction in communities of origin, the project will apply a community based and participative approach to draft community development plans. For its implementation the project will collaborate with consultants as well as consortia of international and national non-governmental organizations.
Your Tasks
  • The incumbent is responsible for the implementation of the components 'Support to the internally displaced and population of host communities as well as the return of internally displaced persons and refugees to their home communities'.
  • The aim is to improve living conditions of IDPs and host communities as well as returnees and communities of origin, while reinforcing social cohesion between these communities. This component will include two main focus areas: vocational training, support to livelihood and business development; and micro-project design and implementation (agriculture and value chain).
The position entails:
  • Provide technical advice and strategic management support to the component with a focus on program quality and efficient and transparent management structures
  • Designing strategy and technical content of the component and coordination of its content
  • Adjustment of strategy, technical content of the component and implementation schedules according to context dynamics
  • Maintain regular communication with relevant units to ensure quality programming
  • Cooperation, coordination and harmonization with the other components of the project, and advise especially on issues related to food security, livelihood and education
  • Oversee program activities to ensure their compliance with the ‘do no harm’ principal
  • Maintain strong relationships with relevant partners and officials
  • Develop, maintain and/or initiate partnerships with community based organizations, NGOs and Government Ministries as well as local administrations to support programming
  • Establish and/or maintain coordination mechanisms at provincial level
  • Steering and executing the budget of the component
  • Conceptual preparation for and processing of needs analysis into intervention designs
  • Network and cooperation management with state and local administrations in Adamawa and Borno State as well as with relevant institutions and local/ national/ international NGOs
  • Identification of and managing cooperation with NGOs (national/international) as implementing partners to the component
  • Cooperation, coordination and harmonization with other components of the project
  • Preparation and implementation of tenders and procurement processes, especially in the field construction (schools, health services, housing, community centers, water and sewerage systems, etc.)
  • Conflict-sensitive monitoring and quality control of the implementation of measures and commissioned implementations
  • Contributing to the annual or bi-annual report of the programme
  • Leadership of national and international staff
Job Requirements
Your Profile:
  • At least three year's experience in the humanitarian/development in the field of food security and livelihoods, rural development or vocational training and the promotion of small enterprises
  • University degree in Economics, Social Science, Political Science or another relevant discipline
  • Good knowledge in project and commission management
  • Familiar with GIZ approach and instruments and the implementation of EU co-financed projects
  • Good knowledge of capacity development approaches - proven experience in the design of measures for promotion of inclusive growth
  • Experienced in the monitoring of large and complex projects
  • Working experience in the application of the targeted assistance, beneficiary selection and livelihoods approaches
  • Experience in complex emergency or humanitarian contexts; IDP/refugee experience desirable,
  • Excellent consulting expertise, strong intercultural sensitivity and diplomacy
  • Experience in cooperation with government authorities and civil society organisations
  • Experience in leading teams
  • Ready to travel frequently into high-risk areas
  • Fluent in German and English
