Federal Ministry of Younth Decelopment - Following the approval of His Excellency, President Goodluck Ebele Jonathan and in line with youth empowerment programme thrust under the Transformation Agenda of Mr. President, the Federal Ministry of Youth Development (FMYD) in conjunction with the United Nations Development Programme (UNDP) invite applications from suitably qualified young Nigerians to participate in the Junior Professional Officers’ Programme (JPO-P) 

The Junior Professional Officers’ Programme (JPO-P) was established in 1963 to provide young professionals pursuing a career in development with hands-on experience in multilateral technical cooperation. It is funded with donations from donor countries. Currently, there are 19 sponsors comprising 16 countries from Europe and 3 from Asia. The programme is administered by the JPO Service Center in Copenhagen. Denmark and initially for one year with possibility of extension for another one year, depending on satisfactory performance making a total of two years objective of the programme

Content and methodology of supervision

As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities:
  • Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO
  • Establishment of a work plan, with clear key results
  • Effective supervision through knowledge sharing and performance/development feedback throughout the assignment
  • Easy access to the supervisor
  • Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness
  • Guidance and advice in relation to learning and training opportunities within the field of expertise
  • Completion of the yearly UNDP Results and Competency Assessment (RCA)
  • If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties
In addition, the following specific supervision arrangements will apply:
Under the direct supervision of the JPOSC Programme Specialist, the JPO will be a full team member of the JPO Service Centre located in Copenhagen. In this capacity, he/she participates in unit meetings in which he/she will report on the progress of work and the challenges faced.

The JPO will meet with his/her supervisor on a scheduled basis to review personal development, learning, counselling and coaching needs as well as work planning issues. Clients’ survey will also serve as an additional tool to measure the JPO’s performance.

Duties, Responsibilities and Output Expectations

Donor Liaison (30%):
  • Assist in the implementation of the Nigerian JPO Programme, including recruitment activities.
  • Update, liaise and exchange information with the Nigerian donor counterparts and UNDP Nigeria.
  • Support the Nigerian JPO community by facilitating networking, learning, assisting in the preparation for meetings and briefing with Nigerian JPOs, supporting career development and monitoring retention, etc.
  • If need be, act as a focal point for outreach and increase JPO Programme visibility in Nigeria (media, universities, cooperation entities).
  • Keep abreast of Nigeria's public and political debate on foreign aid in general and towards multilateral development institutions in particular.
  • Analyse trends in the Nigerian JPO Programme, and prepare related statistical and analytical reports to be shared with the Nigerian donor counterparts and/or UNDP management.
  • When needed, contribute to the preparation of lists, statistics and reports related to other JPO donors.
Communication Activities (30%):
  • Contribute to the implementation of the JPOSC work plan for public relations, advocacy, networking and partnership building and communication, provide inputs to determine indicators and achieve in measurable terms planned key results.
  • Update the online JPO request system, the JPO application system and other relevant information: documents, press releases, statements, selected scanned pictures etc. as may be necessary.
  • Assist in the design of promotional items, such as flyers on JPO Activities, promotional packages, specific recruitment information briefs, articles, press releases and summaries of UNDP documents of relevance to the JPO programme for dissemination to the stakeholders, local and international media or to be posted on the web. Support to JPO Networking activities (30%):
  • Keep live dialogue framework among the JPO/SARC community (both former and current), by fostering information-sharing, learning mechanism, promoting the JPO programme image, contributing in the JPO career management initiative, supporting the JPOSC in outreaching former JPOs and ensuring the steady growth of the JPO Alumni Association.
  • Moderate and develop the JPOSC networking initiative (JPO-Net on Teamworks, SARC-Net, JPO Alumni Association-Net, etc.).
  • Serve as a focal point for internship arrangements with partner organizations.
Participation in other JPO Service Centre activities, as deemed suitable/needed (10%).

Required Education and Work Experience
  • Master's Degree or equivalent Advanced Degree in a related field of expertise
  • A minimum of two years of paid working experience in a relevant field
  • Age: Must not be more than 32 years on the date of application
  • Information Technology skills, including word processing, database application (excel) presentation software (power point) and internet appreciation.
  • Language skill: Fluency in English language and ability to speak any UNDP official language is an added advantage.
  • An interest in adapting to varied physical environments; and a desire to work with people with different language, national and cultural backgrounds;
  • Evidence of ability to think strategically, work independently and demonstrate a sense of self-assuredness.
  • Respect for the UN principles of the United Nations Charter and the participating UN organisation’s mission statement.

  • Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment
  • Use of yearly JPO duty-related travel and training allocation (DTTA)
  • Other training and learning opportunities
In addition, the JPO will benefit from the following specific training and learning modalities/opportunities in the receiving office:
The JPO will be offered in-house training and learning opportunities, including the possibility to take French, or Spanish language lessons.

The functions linked to this position offer a challenging opportunity for the JPO to undertake impact-bearing duties involving a wide range of stakeholders, colleagues and peers. As such the position is a platform to sharpen the JPO skills as a mentor to other JPOs, provide formative and learning exposure to media and IT activities, and expand the professional horizon through an open networking and involvement to a large variety of topics and areas of focus in UNDP development cooperation activities.

The donor relations and networking functions foster initiative, creativity, dynamism, teamwork, people and client orientation and risk-taking as a way forward to achieve results.
