Overview
The Information Systems Development Manager promotes and advances the development of information systems based on the values and principles of health care that contribute to better health.
He/she provides leadership and direction in promoting and supporting information system development based accelerated progress towards universal health coverage.
Specific Responsibilities
Conducts a baseline assessment of the country’s current health information systems and provide strategic roadmap to enhance the existing system
Actively provide advice on EMR to development partners on key health management information system issues and provides options to address these challenges as well as mobilizes resources to support their implementation.
Remain current with respect to issues of data exchange interfaces and mechanisms
Promote innovative concepts and approaches to improve, advocate and coordinate the program of the DHIS2 with relevant initiatives and programs of other Divisions;
Liaise with partner organizations and collaborating centres regarding information exchange and harmonization of data management systems;
Advise counterparts and policymakers and other key stakeholders in government and non-government organizations on critical issues related to the development of national health information systems;
Contribute to organisational policy regarding quality standards and strategic planning for health information system development.
Share international experiences and best practices, support the capacity building process, and advise on best practices for health information analysis and use.
Ensure that the health information systems provide relevant data use products to stimulate action by various decision makers
Qualifications and Experience
Bachelor’s degree in Information Science, Computer Science or Management Information Systems (MIS) or a Masters and 5 years’ experience implementing health information systems in a developing country
Expert knowledge and understanding of national health systems and the skills to lead and undertake a health information system analysis and policy dialogue
Proven experience building capacity of users at both the National, State and LGA levels
Ability to write concise and succinct reports and draft strategic and operational plans
Proficiency in Microsoft Office
Advanced database management skills in DHIS2 Systems, analysis, design, implementation, integration of databases and migration of data into DHIS2
Must possess verifiable experience managing a large/national system with large number of users
Ability to interact/work with partners and senior government officials
Experience in the use of DHIS2 Mobile data collection systems
Must be a member of the HISP Network to remain updated
Strong English writing skills and ability to communicate clearly and efficiently in email correspondence
