We are recruiting to fill the position below:

Job Title: Programme & Partnerships Officer, EM2030

Location: Globally flexible, Flexible

The Opportunity - Purpose

  • Equal Measures 2030 (EM2030) is a collaboration of national, regional and global leaders from feminist networks, civil society, international development and the private sector. We connect data and evidence with advocacy and action on gender equality, to transform the lives of women and girls and realize the Sustainable Development Goals (SDGs.)
  • EM2030’s flagship data product is the SDG Gender Index, first launched in 2019. The index aims to drive accountability for commitments to and for girls and women and their rights in line with the Sustainable Development Goals.
  • With just 9 years left to achieve the SDGs, EM2030 is launching its second iteration of the SDG Gender Index in early 2022. The index and associated products and analysis will aim to engage and galvanise gender equality advocates and policymakers to reflect on progress to date and to commit to accelerated action with and for girls and women.
  • The Programme & Partnerships Officer will work in close collaboration with EM2030 partners, especially the regional and national partners, to support their context-specific index launch plans and advocacy activities. Crucial to the success of this work will be relationship building and spotting opportunities for shared learning, networking and building connections between EM2030 partners at all levels. The postholder will also work closely with partners to understand, report on, and communicate about the impact of their data-driven advocacy work.
  • The successful candidate will be committed to and experienced in feminist and anti-racist approaches to partnership building, have significant experience living and working outside of North America and Europe, and be a self-starter with the ability to navigate and prioritise across a wide variety of relationships and deliverables. Fluency in at least two of EM2030’s core languages (English, French and Spanish) is essential.

Dimensions of Role

  • Equal Measures 2030 will launch the new SDG Gender Index in March 2022 with a variety of launch and dissemination moments occurring at global, regional, and national levels throughout 2022. Many of these moments are designed and led by EM2030 partners at all
  • levels. This role has a key responsibility in leading engagement with national partners in up to six focus countries on the SDG Gender Index content, launch, and dissemination.
  • The Programme & Partnerships Officer will work in close collaboration with EM2030 partners, especially the regional and national partners, to support their context-specific index launch plans and advocacy activities. Crucial to the success of this work will be relationship building and spotting opportunities for shared learning, networking, and building connections between EM2030 partners at all levels. The postholder will also work closely with partners to understand, report on, and communicate about the impact of their data-driven advocacy work.
  • In addition, the role will also be responsible for acting as EM2030’s liaison with the She Leads programme funded by the Netherlands for which EM2030 is a technical partner to a consortium of Plan International, Terre des Hommes, DCI-ECPAT, and FEMNET. Major deliverables for EM2030 under this programme include a series of data-driven advocacy capacity development and training modules for young advocates and a research report planned for late 2022/early 2023. The Programme & Partnerships Officer will play a key role in helping EM2030 plan the timing and content of these deliverables, keeping consortium members updated with EM2030’s plans and progress, and ensuring the wider EM2030 team is kept in touch with key She Leads consortium programme developments and milestones.
  • The successful candidate will be committed to and experienced in feminist and anti-racist approaches to partnerships, with very strong interpersonal and cross-cultural verbal and written communication skills. They will be comfortable building fluid relationships with partners and team members and adapting approaches to different contexts. The ideal Programme & Partnerships Officer will be self-directed with strong attention to detail and the ability to look across a variety of complex projects and contexts to see opportunities for peer engagement and learning across the partnership.
  • Professional-level fluency in English as well as one of Spanish or French is essential; strong competence in all three is highly desired. The EM2030 team works remotely and across timezones and cultures. Some international travel may be required.

Typical Responsibilities - Key End Results of Position
Under the supervision of the Head of Policy and Advocacy and in close collaboration with other members of the Secretariat team, responsibilities will include:

  • Building and managing relationships with 3-6 existing national partners to co-create programming related to the SDG Gender Index launch and 2022 transition period.
  • Work closely with partners to understand, report on, and communicate about the impact of their data-driven advocacy work (including to feed into EM2030 donor reporting, communications, and indicator tracking).
  • With EM2030 Secretariat colleagues, ensure comprehensive and proactive communication with partners to support their engagement with the SDG Gender Index, including providing updates and engagement packs as well as co-creating written partner inputs for launch content.
  • Act as EM2030’s liaison with the She Leads programme, including helping plan the timing and content of these deliverables, keeping consortium members updated with EM2030’s plans and progress, and ensuring the wider EM2030 team is kept in touch with key She Leads consortium programme developments and milestones.
  • Identify and co-write partner impact stories as needed for communications or MEL.
  • Liaise internally and externally to manage partner grants including crafting light-touch, trust-based contracts and reporting requirements that also fulfil Plan International’s compliance requirements.
  • Support with a range of other programme, partnerships and advocacy administration and logistics as needed, including support with events (producing briefing documents, speaker outreach, and logistics), translation quality assurance, etc.

Communications and Working Relationships:

  • The role will work closely with the Head of Policy and Advocacy, the advocacy team, and the wider Equal Measures 2030 Secretariat.
  • The role will also act as primary liaison with three to six national or regional partners of Equal Measures 2030 and may have regular contact with the other national partners.

Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives
Essential Experience and Knowledge:

  • Bachelor’s Degree in a field relevant to International Development and/or Gender Equality, with solid work experience in a directly relevant area of work within a social justice or women’s rights organisation, an NGO, UN agency, government department or other relevant institution.
  • Experience of developing and supporting trust-based, feminist, anti-racist relationships with partners.
  • Experience developing or supporting advocacy, communications, and/or learning strategies in a national and/or international context.
  • Experience of producing high quality supporting documents and tools for coordinated advocacy and communications approaches, particularly within a partnership context.
  • Experience facilitating effective monitoring and joint learning processes.
  • Experience working with youth-led and youth-focused organisation is desirable.

Skills:

  • Excellent cross-cultural, trust-based, and anti-racist partnership management skills.
  • Excellent organisational skills and demonstrated strong attention to detail.
  • Excellent fluent oral and written communication skills in English for a variety of internal and external audiences.
  • Professional-level fluency in Spanish or French essential. Competency in both highly desired.
  • Excellent analytical and problem-solving skills.
  • Able to manage multiple demands, meet deadlines and prioritise workload.
  • Able to work remotely effectively, including across timezones, whilst managing work/life balance.

  • Typical office environment.

Level of Contact with Children:

  • Low contact: No contact or very low frequency of interaction.

Location:

  • Flexible where Plan International has a legal entity and the applicant has the pre-existing right to work and live.
  • Those locations closest to Plan International's point of impact are preferred.
