Action Against Hunger is recruiting for the position:

Job Title: WASH Coordinator

Contract Duration: 6 month with possibly extension
Location: Abuja, Nigeria

Job Description
  • The WASH Coordinator is responsible for planning/designing WASH program in line with ACF global strategic position, overseeing implementation, coordination and monitoring. S/he is responsible for ensuring integration between WASH and other programs especially with nutrition and food security as well as liaising with various external partners on WASH issues for Nigeria including donors, WASH sector players, and relevant government ministries/agencies.
  • The position is funded initially for approximately 6 months. However, the post holder is expected to take leadership in developing the WASH portfolio of ACF Nigeria and in supporting the Country Director in securing relevant funding and programming opportunities to sustain the position beyond the initial commitment.
Objective 1: Provide support for and coordination of all WASH projects.
  • In collaboration with team, develop and deliver annual/quarterly/monthly work/activity plans, follow up the implementation of plans and ensure timely review/adjust them to achieve committed target. This includes in coordination with program team deliver progress reports in timely manner and or according to agreed deadlines.
  • Support teams in emergency response situations on the ground including extending technical guidance with necessary tools, training the team and ensuring quality of information.
  • Promote team building, manage and motivate WASH team members.  This includes team and individual objectives setting, support to achieve agreed objectives, provide feedback on their performance.
  • Monitor and track monthly cash forecasts and budget utilization under various projects for optimization and ensure appropriate measures in consultation with Country Director and Finance department.
  • Provide technical advice to the program team on a regular basis as well as capacity building of the team though training, discussions, feedback and coaching.
Objective 2: Coordinate the identification of needs and the formulation of project proposals for the WASH sector.
  • Lead country WASH situation analysis and assessment, identify priorities and design WASH interventions including overseeing of KAP and other surveys.
  • Identify additional external support required for the program in terms of consultants, designing of Scope of Work etc.
  • Formulating and implementing feasibility studies of WASH projects (public health, technical, socio-economic, cultural and environmental aspects)
  • Involve the logistics and Finance departments in the design/review of WASH projects
  • Contribute to seeking donors for his/her sector, holding technical discussions, and exchanging information with these donors; participate in donor visits whenever requested by the Country Director
  • Produce the WASH sections of project proposals in accordance with donor formats and deadlines
  • Set up indicators, organize regular collection of relevant data, validate data and create an appropriate information management system for WASH program
  • Develop and train teams on rapid assessment on WASH issues in the context of IDPs/refugees, cholera outbreaks, floods and other emergencies.
  • Share relevant project information with other stakeholders as needed in consultation with Country Director and relevant team members
  • Capture the lessons learned and share best practices across the program and organization. This includes reflecting lessons learned and best practices in donor reports/progress reports and in scaling up activities.
  • Develop WASH strategy to contribute to the ACF country strategy
Objective 3: In collaboration with ACF Food Security and Nutrition Coordinators, reinforce the integration between departments.
  • Provide input in integrated analysis of the underlying causes of malnutrition
  • Provide input in the forms of technical advice and tools in integrated needs assessments
  • Develop and support team to implement clear methodology for integrated interventions and synergies
  • Reinforce integration through project design and implementation, including geographical areas of intervention and target populations
  • Contribute in designing and implementing integrated emergency management strategy in coordination with FS and Nutrition departments, in ACF operational areas
Objective 4: Supervise, follow-up and evaluate the WASH teams.
  • Lead the recruitment of WASH staff in collaboration with the HR Coordinator. Develop and revise job descriptions of the WASH teams, as needed
  • Define objectives for team members and provide necessary support to realize the objectives
  • Conduct regular performance appraisals of directly managed staff employing ACF suggested tools and methodologies
  • Manage and motivate the WASH team by fostering professional development and team building through regular meetings and effective HR management
  • Identify training needs, facilitate training and organize technical workshops
  • In collaboration with the HR Coordinator, ensure that HR policies are understood and being respected within the WASH team
Objective 5: Ensure coherence and support for logistics and administration issues regarding the water and sanitation department.
  • In collaboration with the Admin/Finance Coordinator, follow-up the WASH budgets and expenditure provisional. This includes analysis of budget follow-up and provide necessary support to the team to ensure budget is spent on timely manner according to finance/account policy
  • In collaboration with the Admin/Finance Coordinator, follow-up of resources earmarked for WASH program and support personnel.
  • In collaboration with the logistic coordinator, manage the project procurement planning, equipment supply when necessary, and the preparation of orders and their follow-up.
Objective 6: Report writing.
  • Report on attended meetings or training to share with program managers, coordination team, Country Director and NY head quarters as necessary
  • Send monthly ACF WASH report to Country Director and NY Technical Advisor as necessary employing ACF suggested format. 
  • Provide inputs for the mission monthly sitrep
  • Ensure donor proposals and reports on WASH program/activities are prepared according to agreed deadlines. This includes supporting WASH team to complete their reports in order to compile them in timely manner.
  • Provide an end of mission report to be sent to as per employment contract employing ACF standard template.
Objective 7: External coordination.
  • Participate in the WASH coordination meetings in Abuja (and in the bases when possible) and representing ACF in the WASH sector in a professional manner
  • Develop WASH contacts with other NGOs and technical bodies
  • Assess feasibility of ACF technical support and guidance to partner agencies and relevant governmental bodies, specifically the Ministry of Water Supply and Sanitation.
  • Promote ACF as an actor in WASH in Nigeria; through active participation in the Technical Working Groups and other related forums
  • Examine and pursue funding opportunities from donors and partners, in collaboration with Country Director  (including developing and submitting concept papers, proposals, etc)

Qualifications
  • Degree in Water Engineering/Construction Engineering/Public Health with experience in water, sanitation, hygiene and health education projects with over 3 years of experience or
  • Relevant degree with at least 5 years’ experience in project management, preferably in a humanitarian context. Experience can be considered in lieu of academic qualification, but not vice-a-versa.
Skills and Experiences
Essential:
  • Interest and/or experience in hygiene education and training and/or community led methodologies
  • Demonstrated previous experience in and strong proposal writing and donor reporting skills.
  • Demonstrated experience in financial management and preparation of budgets for programming.
  • Proficient in MS Office Applications
  • Excellent management and representation competencies.
  • Excellent influencing and negotiation skills
  • Experience in developing world context
  • A strong understanding of project cycle management and monitoring and evaluation.
  • Working experience in complex emergencies
  • Willing to work in insecure context
  • Adaptability and willing to live in shared accommodation
Preferred:
  • Prior ACF WASH experience
  • Familiarity with ECHO and OFDA reporting and regulations.
  • Working experience in Nigeria
