How can you make a difference?
Under the guidance of the Chief, Child Protection, the Digital eCRVS contractor will be responsible for undertaking the following activities:

Management and Planning Support:

  • The contractor will manage the business and programme relationships between technology consultants and NPC eRCVS technical implementation Committee to define high-level requirements and guide the design, and development of the MVP- CRVS system and provide full technical guidance and oversight to the eCRVS technical Implementation Committee
  • Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders and global partners through active networking, advocacy and effective communication - to build capacity, exchange knowledge and expertise, and to reinforce cooperation to achieve sustainable and broad results in CRVS systems in Nigeria.

The contractor will provide technical guidance to NPC and ensure the following:

  • Reset the role of the DCR to formalize their local decision-making and accountability for performance levels.
  • Ensure birth registrars are equitably distributed based on a “total workload” model that considers both the expected number of births and deaths and the context in which they are working, including the population density and the ease of travel.
  • Ensure registrars are equipped to be able to work efficiently and offer good customer experience within an office environment (potentially attached to the health facility) or for “active” registration at community level including transport, based on their local context.
  • Create an inclusive and empowering culture of continuous improvement where feedback mechanisms and trials of new registration strategies are encouraged and rewarded.
  • Support the NPC ICT Team on deployment and maintenance of the eCRVS system.

Engagement in Communication, Partnerships and Advocacy:

  • The contractor will proactively build and strengthen strategic partnerships through networking and advocacy with governments, UN system agency partners (UNFPA, WHO, UNDP, UNHCR, IOM), donors, internationally recognized institutions, NGOs, and the private sector in order to leverage these partnerships to achieve wider acceptance of the eCRVS DPG and to gather additional inputs to ensure that it meets the needs of a wider range of relevant stakeholders.
  • Identify gaps and proffer solutions, in consultation with key government partners (NPC, Health, Education, Women Affairs, National Bureau of Statistics (NBS), National Identity Management Commission (NIMC), other CRVS entities and the UN (UNFPA, WHO, UNDP, UNHCR, IOM) specifically in the formulation of different activities to be conducted by the technology consultant including but not limited to the following:
  • Configuring the eCRVS system to support the proven registration models for birth and death, performance management mechanism and associated reporting.
  • Designing the eCRVS user-interfaces to be user-friendly, context sensitive and so the system can run on personal mobile devices in online/offline modes.
  • Architecting the eCRVS system for eGov interoperability, scalability, performance, security and cost-effectiveness.
  • Creating the dedicated quality assurance environments for the eCRVS system, including at a minimum Staging, QA and Production.
  • Integrating the eCRVS system with the National ID Database to enable e.g. automated NIN enrollment as part of the birth registration process / update of NIN record as part of the death registration process.
  • Exploring future options to integrate with NHMIS (MoH) and eCitiBiz (MoI), when these systems are fully rolled out and mature
  • Organizing workshops for relevant stakeholders and contribute to the development of standards, procedures and partnerships for eCRVS systems implementation in Nigeria.
  • Contributing to the development of documents, briefs, and other strategic programme materials relevant to eCRVS solutions and CRVS DPG product for management use and information and provide inputs relating to the work on eCRVS systems implementation process in Nigeria.

Performance Management:

  • Support the management of community level actions of the service delivery models identified during the eCRVS implementation process and escalate any key risks and issues for UNICEF and NPC senior management decision making actions.
  • Document reports of programmes conducted, lessons learned and best practices while working in collaboration with the eCRVS technical Implementation Committee on the CRVS programme in Nigeria.
  • Support facilitation of trainings, webinars, and knowledge-sharing initiatives for the configuration, interoperability, deployment and adoption of the MVP user competencies.
  • Coordinate high level partnerships with key CRVS entities to ensure the successful development and adaptation of the MVP CRVS digital transformation programme and implement a robust, saleable, and cost effective eCRVS system that can be adopted by other African Countries.

Qualifications
To qualify as an advocate for every child you will have…

Education:

  • An Advanced University Degree (Master’s or higher) in Information Technology, Social Sciences, International Humanitarian Law, Development Studies, Community Development, Public Health, Education and/or related field is required.
  • A First-level University Degree in a relevant field combined with 10 years of professional experience may be accepted in lieu of an advanced university degree.

Experience:

  • A minimum of eight (8) years of relevant progressively responsible professional experience at the national or international levels with implementing and/or supporting national CRVS frameworks and digital CRVS systems, including mobile and web-based applications, with demonstrated capacity to manage programmes involving many stakeholders is required.
  • Experience with large scale projects including ICT, mobile and web-based technologies, particularly designing or deploying tools
  • Experience in Digital Public Goods, Open Source, mobile and emerging technology
  • Prior experience in both development and humanitarian contexts is an added advantage.
  • Experience with CRVS digital solutions (e.g., as a user or administrator) is an asset.
