We are recruiting to fill the position below:
Job Title: Consultant for the Development of the Education Sector, Medium-Term Sector Strategy (MTSS)
Location: Yola, Adamawa

Job Summary
The consultant will be responsible for achieving the following objectives:
- Develop a comprehensive Education Sector MTSS that complies with Federal and Adamawa State MTSS guidelines and translates education policy priorities into clearly articulated programs, activities, outputs, outcomes, and performance indicators.
- Ensure full alignment of the Education Sector MTSS with the Medium-Term Expenditure Framework (MTEF), Medium-Term Fiscal Framework (MTFF), and the budget classification system, supported by credible and fiscally realistic costings.
- Integrate gender equality, equity, and inclusion—with particular focus on girls, children with disabilities, internally displaced children, and other marginalized groups—across sector priorities, financing decisions, and results frameworks, in line with Malala Fund principles.
- Strengthen government leadership, ownership, and accountability for education sector planning through a participatory, consultative, and capacity-enhancing MTSS development process.
Responsibilities
The consultant will work under the technical leadership of the Adamawa State Ministry of Education and in close collaboration with CATAI to:
- Conduct a desk review of relevant education policies, sector plans, budgets, MTSS/MTEF guidelines, and fiscal frameworks.
- Undertake a situation analysis and gap assessment covering access, quality, equity, financing, and governance in the education sector.
- Develop a results-based MTSS framework with clear priorities, outputs, outcomes, indicators, baselines, and medium-term targets.
- Prepare realistic costings aligned with MTFF ceilings and budget classification codes.
- Facilitate inclusive stakeholder consultations and validation workshops with MDAs, civil society, development partners, and community representatives.
- Draft, revise, and finalize the Education Sector MTSS in line with approved federal and state templates.
Key Deliverables:
- Inception Report (methodology, work plan, stakeholder engagement plan)
- Situation Analysis and Gap Assessment Report
- Draft Education Sector MTSS
- Stakeholder Consultation and Validation Reports
- Final, approved Education Sector MTSS
- (All deliverables to be submitted in editable and PDF formats.)
Duration:
- The consultancy will be conducted over a period of six (6) months from the date of contract signing.
Required Qualifications and Experience
Interested consultants or firms should possess:
- An advanced degree in education planning, economics, public policy, development studies, or a related field.
- At least 8–10 years of experience in education sector planning, MTSS development, MTEF processes, or public sector budgeting.
- Strong knowledge of Nigerian federal and state planning and budgeting frameworks.
- Proven experience in gender-responsive and inclusive sector planning.
- Excellent analytical, writing, and facilitation skills.
