Rector at the International Vocational, Technical and Entrepreneurship College (IVTEC) - Kwara State Government

Kwara State Government - The International Vocational, Technical and Entrepreneurship College (IVTEC) is a charitable non-governmental educational institution with a vision to promote inclusive human capital development within the context of evolving national (Nigerian) needs and global competitiveness. IVTEC is a pioneering technical and vocational education model initiated by the Kwara State Government (KWSG). KWSG provided the initial funding and partnered with a world-renowned City & Guilds International for the design and construction of campus facilities, which were completed in 2015. As an NGO, the organizational and financial structure of IVTEC allows for an array of partnerships and collaborations with individuals, business and industry from within and outside Nigeria to ensure its future financial sustainability.

IVTEC is scheduled to commence operations in October of 2016 with the first set of instructional programs in Automotive, Building/Construction, Welding, Electrical, and HVAC trades. The State University of New York College of Technology at Alfred (Alfred State College) has partnered with IVTEC and the Kwara State Government to operate and manage IVTEC during the first two years of operations.

Hence, Kwara State Government is seeking individual with uncommon dedicated who are high-achieving, highly dynamic and innovative with proven target driven orientation to fill the position below in the IVTEC:

Job Title: Rector

Location:
Ajase-Ipo, Kwara
Start Date: 1st October, 2016.

Purpose of the Post
  • The Rector manages the IVTEC activities and is responsible for the profitable, cost-effective, and efficient running of the IVTEC's duties.
The Rector's tasks include:
  • Leading the IVTEC’s operations and deciding on such IVTEC -related matters which have not been stipulated or specified to be carried out by another body
  • Being responsible for the profitable, cost-effective, and efficient running of the IVTEC's duties
  • Ensuring that the IVTEC 's accounting conforms to law and that asset management has been organised in a reliable manner
  • Being responsible for the preparation and presentation of matters to be discussed by the Board
  • Being responsible for the implementation of Board decisions, unless otherwise stipulated in the IVTEC Statutes; and
  • Deciding on employing and discharging IVTEC staff, to the extent to which the Rector has not transferred this task to other bodies of the IVTEC.
  • The Rector represents the IVTEC both in matters pertaining to his/her duties pursuant to the Universities Act and in other matters pertaining to the IVTEC. He/she belongs to the IVTEC's group management, together with the board.
  • The Rector has the right to participate in the meetings of all bodies, and the right to speak.
  • The Board elects the Rector for a term of office of five years, after which the contract can be renewed or the post readvertised.
Key Performance Areas and Tasks

Key Outputs / KPAS/Main Tasks - Initiatives/Tasks/Activities
Chairman of the Board:
  • The Chairman of the General Meeting of the Board of Trustees, in accordance with the Constitution of the Board of Trustees, shall function as the CEO / Rector with the responsibilities for the daily management of the IVTEC
  • Shall assisdt the Executive Board in the discharge of the duties of the Executive Board and shall preside at all meetings
  • All other fiunctions that may be assigned or delegated to the Rector by either the Executive Board or the General Meeting
  • Prepare budgets and reportsfor presentation to the Executive Board and General Meetings
Leadership:
  • The Rector is the primary leader of the IVTEC. A good leader always leads by example. The Rector should be positive, enthusiastic, have his/her hand in the day to day activities of the Centre, and listen to what their constituents are saying. An effective leader is available to teachers, staff members, parents, students, and community members. Good leaders stays calm in difficult situations, thinks before they act, and puts the needs of the Centre before themselves.
  • The Board elects the Rector for a term of office of five years, at most.
  • The Rector represents the IVTEC both in matters pertaining to his/her duties pursuant to the applicable legislation, the IVTEC Constitution and in other matters pertaining to the IVTEC.
  • Leading the IVTEC's operations and deciding on such IVTEC related matters which have not been stipulated or specified to be carried out by another body.
  • Being responsible for the profitable, cost-effective, and efficient running of the IVTEC's duties
  • Ensuring that the IVTEC's accounting conforms to law and that asset management has been organised in a reliable manner

  • Supervises all IVTEC personnel, directly and/or indirectly
General Planning:
  • Conceptualizes the broad goals of the IVTEC and plans accordingly to ensure that procedures and schedules are implemented to carry out the total IVTEC program.
General Coordination:
  • Ensures that the IVTEC program is compatible with the legal, financial and organizational structure of the IVTEC system. The principal defines the responsibilities and accountability of staff members and develops plans for interpreting the IVTEC program to the community.
Enhancement of Personnel Skills:
  • Provides activities which facilitate the professional growth of the IVTEC staff and enhance the quality of the instructional program.
IVTEC Objectives:
  • Identifies the annual objectives for the instructional, extracurricular, and athletic programs of the IVTEC.
Curriculum Objectives:
  • Ensures that instructional objectives for a given subject and/or classroom are developed, and involves the faculty and others in the development of specific curricular objectives to meet the needs of the IVTEC program.
  • The principal provides opportunities for staff participation in the IVTEC program.
Establishes Formal Work Relationships:
  • Evaluates student progress in the instructional program by means that include the maintaining of up-to-date student data. The principal supervises and appraises the performance of the IVTEC staff.
Facilitates Organizational Efficiency:
  • Maintains inter-IVTEC system communication and seeks assistance from central office staff to improve performance.
  • The principal maintains good relationships with students, staff, and parents. The principal complies with established lines of authority.
New Staff and Students:
  • Orients and assists new staff and new students and provides opportunities for their input in the IVTEC program.
Community:
  • Encourages the use of community resources, cooperates with the community in the use of IVTEC facilities, interprets the IVTEC program for the community, and maintains communication with community members.
Supplies and Equipment:
  • Manages, directs, and maintains records on the materials, supplies and equipment which are necessary to carry out the daily IVTEC routine.
  • The principal involves the staff in determining priorities for instructional purposes.
Services:
  • Organizes, oversee, and provides support to the various services, supplies, material, and equipment provided to carry out the IVTEC program. The principal makes use of community resources.
Student Discipline:
  • A large part of The Rector’s job is to handle student discipline. The first step of having effective student discipline is to make sure that your trainers know what you are expecting when it comes to student discipline. Once they understand what is expected of them, the Rector’s job becomes easier.
  • The discipline issues the Rector deal will mostly come from trainer referrals. This might become a large part of the daily activities. The Rector needs to know and implement the disciplinary codes, rules and procedures with due diligence.
Performance evaluation:
  • As Rector you are ultimately responsible for evaluating all staff’s following legislative, regulatory guidelines and the IVTEC’s policies and procedures. An effective vocational training Centre has to have effective staff and policies and procedures to ensure critical, analytical and objective performance appraisals to measure effectiveness and efficiency,
Develop, Implement and Evaluate Programmes
  • Developing, implementing, and evaluating the programs within the Centre is another large part of a Rector’s role.
  • As Rector you should always be looking for ways to improve the student experience at the Centre.
  • Developing effective programs that cover a variety of areas is one way to ensure this. It is acceptable to look at other Centers in your area and to implement those programs within your own center that have proved to be effective elsewhere.
  • Programs within your center should be evaluated every year and tweaked as necessary. If your reading program has become stale and your students are not showing much growth, then it may be necessary to review the program and make some changes to improve the quality of that program.
Review policies and procedures (QMS):
  • The Rector should ensure the review, remove, rewrite, or write policies and procedures every year as needed.
  • Having an effective quality management system and student handbook can improve the quality of education your students receive.
  • It is the Rector’s responsibility, through the Quality Manager, to make sure students, teachers, and parents know what these policies and procedures are and to hold each individual accountable to following them
Schedule Setting:
The Rector should ensure that the schedules be compiled accurately and timeously and be revised with regular intervals (NB This is not an exclusive list):
  • Budgeting processes
  • Continued evaluation and improvement as prescribed by the QMS
  • Duty schedules,
  • Facilities Management Schedule
  • Computer lab schedule,
  • Library schedule,
  • Security schedules
  • Evaluate schedules and revise.
Human Resources:
The Rector is ultimately responsible for all resources, including the human resources of the Center. This includes, but is not limited to:
  • Setting of standards for job descriptions, person profiles and required qualifications and experience
  • Approve Policies and procedures relating to HR
  • Approve filling of vacancies
  • Approve recruitment process (Internal or outsourced)
  • Ensure that the HR Manager manages the process in accordance with legislative, regulatory and
  • procedural requirements.
  • Approve appointments, disciplinary decisions and service terminations
Parent, community and Industry relations:
  • The rector represents IVTEC on local, National and International level;
  • Ensure good relations with parents and community members.
  • Ensures that the necessary mechanisms for building relationships with industry are in place and that industries input into the quality of training are ensured by means of a system of Industry Committees.
  • Ensure Industry involvement in and contribution to job-attachments.
  • Encourages donations, personal time, and overall positive support for the Center.
  • Nurture relationships with parents and community members.
Delegating:
  • Duties should be delegated in line with legislative, regulatory and policy and procedural requirements.
  • Ensure that the person, to whom the responsibility is delegated, is fully trained, prepared and ready for the delegation.
Job Requirements
The post requires skills in:

Qualifications
  • At least an Honours Degree in Education (Master’s is preferred) and/or related field with more than 10 years of practical experience at an appropriate level.
Training:
  • Continued Professional Development (CPD) as required and approved by the Board of Trustees
Statutory / Organisational Requirements:

Other Requirements:
  • Successful candidate will be expected to participate (in-residence) at a semester-long professional development program offered by our international partner, the State University of New York College of Technology at Alfred, New York, from January to April 2017.
  • IVTEC/ASC will cover transport and room/board costs associated with this professional development program.
