Nigerian Immigration Service Boss, Shared Job Slots Among Government Officials

The Federal Government has directed the Controller-General, Nigerian Immigration Service, Mrs. Rose Uzoma, to proceed on her pre-retirement accumulated leave.

The CG was asked to hand over the duties and responsibilities of her office on January 16, (today) to the most senior Deputy Comptroller General of Immigration, Rilwan Musa.

Musa, will act as Comptroller-General of Immigration pending the appointment of a substantive CG.

A statement by the Secretary, Civil Defence, Fire, Immigration and Prisons Service Board, Dr. R. Attahiru, on Tuesday said President Goodluck Jonathan had approved Uzoma’s terminal leave.

The President had on July 30, 2010, approved Uzoma’s appointment, making her the 12th head of NIS and the second female to occupy the office.

She assumed office on August 2, 2010 following her decoration by the then Minister of Interior, Capt. Emmanuel Iheanacho (rtd.).

Uzoma’s tenure was enmeshed in controversy over alleged favouritism in recruitment, in which she was said to have favoured her kinsmen from the South-East.

She was alleged to have offered hundreds of job slots to top government functionaries, including the Presidency which was offered 250 slots; Jonathan’s mother 40 slots; First Lady 100 slots; Interior Minister Abba Moro 100 slots; two commissioners of the Immigration board 30 slots each, and the Federal Character Commission 250 slots.

The CG was also reported to have obtained approval from the Head of Service of the Federation to employ 4,560 people into the NIS out of which she allegedly offered slots to top functionaries.

A House of Representatives committee, which investigated the job racketeering, reportedly asked her to provide details of the distribution of the Immigration work force based on state of origin.

The committee was said to have found out that of over 25,000 Immigration officials, Uzoma husband’s state of origin, Imo has the highest number with 1,190; Kano State 350; Lagos State 400; while Sokoto State had the least with 200 slots.

If the allegations are true she deserves the punishment meted to her. The president should beam the search light to other government agencies which are alleged to be collecting bribes to offer employments. The problem seem to be worse at the parastatals at the Ministry of Internal Affairs. There is an unconfirmed allegation that another parastatal within the ministry is already compiling names of people to be offered employment and collecting two hundred and fifty thousand Naira. Top government officials were also alleged to have been some allocations. I want the House and Senate committee to also investigate the current exercise about to be embarked upon by Civil Defence Corps and also investigate the last exercise they did few years back. It was full of corruption.

Transparency is the only solution to this problem. This is how I think we should achieve it.
(1) Jobs given to applicants based on merits- applicants performances in the interviews- be it written, oral or both.
(2) Avoidance of applicants coming in contact with the Ministries ,Departments and Agencies (MDAs) recruiting by:
(i) Submission of application letter and credentials to the recruiting MDAs online.
(ii) The MDAs not asking for reference letters from applicants as reference letters may come from "ABOVE".
(iii) The MDAs keeping records of all interferences from any person, body or quarter in form of letters, phone calls and text messages to force applicant(s) on them to be presented in probes like this one as evidence.
(3) Removal of age barrier from recruitment exercises as this encourages falsification of documents.
(4) Removal of "degree barrier",-1st class,2.1,2.2,3rd class- to give all applicants a level playing ground.
On a general note, reference letters can be requested only when the applicant is successful. For those who has no access to internet ,only a copy of the application letter and credentials should be submitted to the MDAs recruiting. Lest I forget ,what do they do with 20,15 and 10 copies of credentials they normally request for? I suggest one (1) copy should be submitted and if the applicant is successful, they can ask him/her to submit 1,000 copies.
One days of interview, House and Senate Committees on Federal Character ,on Ethics ,Federal Character Commission ,Civil Service Commission and all other agencies concerned in recruitment exercises MUST sent their representatives to be physically present in both written and oral interview.
If Nigeria can not do these for recruitment in this Country, let them contract recruitment exercises to Foreign Firms to handle for transparency.

I have discovered there are 3 means of getting a job in nigeria. One is by knowing a highly connected person. Two is by having money to buy job slots and Three is by divine intervention.
