The Nigeria Country programme focuses on Community Health and HIV, Accountable Governance including humanitarian response and Gender.

We are recruiting to fill the position of:

Job Title: State Monitoring, Evaluation, Research and Learning Officer, Community Health and HIV

Role Purpose
  • Develop and strengthen Monitoring and Evaluation systems to allow for effective, accurate reporting for decision making and project implementation.
  • To contribute to building the Nigerian Country Office and partner capacity to develop and use participatory approaches to monitoring and evaluation for effective project implementation for results.
  • Encourage active knowledge management and organizational learning needs using Monitoring and Evaluation findings.
Role Context
  • The role works within the Nigeria Country programme, the wider Programme Funding remit.
  • The role provides support to programmes to ensure that programmes are well implemented and reported on.
  • Because reporting is key and central to CA, this role ensures that timely reporting is done and in the best possible way that meets CA standards. Role requires some local travels.
Key Outcomes
  • Develop and strengthen Monitoring and Evaluation systems to allow for effective, accurate reporting for decision making and project implementation.
  • Contribute to building the Nigerian Country Office and partner capacity to develop and use participatory approaches to monitoring and evaluation for effective project implementation for results
  • Encourage active knowledge management and organizational learning needs using Monitoring and Evaluation findings
  • Positive relationships developed with partners through effective communication Strong linkages between partner work and advocacy, communications and fundraising
  • Compliance with financial policies and procedures including reporting requirements and contribution made to other team members in the development and implementation of partner capacity building and training.

  • Relationship with partners, other NGOs and institutional donors
Internal:
  • The role is line managed by a Senior Monitoring and Evaluation Officer/Coordinator. Has a key role in ensuring good relations with other roles in communications, fundraising and advocacy in Christian Aid in the UK.
Decision making:
  • The ability to make day to day decisions to assist in the administration and smooth running of partnerships and programmes.
  • Provides support to partners based on frameworks agreed with line manager and other members of the country team
  • Represents Christian Aid and the programme externally with partners, other NGOs, and agencies
  • Appraise, monitor and review programme in line with CA and external requirements.

  • Analytical skills desirable to perform day to day work
  • Problems or issues need detailed information gathering, investigation and analysis including assessment of benefits and risks of different courses of action.
  • Initiative and judgment needs to be applied regularly in the course of day-to-day work.

Person Specification
Applied skills/knowledge and expertise:

Essential Criteria:
  • Degree, preferably in Statistics or the Social Sciences.
  • At least 3 years I/NGO experience and knowledge of monitoring and evaluation with good knowledge of public health management challenges in Nigeria, particularly in the areas of research design, implementation, project management and community development programmes, as well as health policy.
  • Experience of monitoring, evaluation, research and Learning and Project/programme-cycle management approaches and tools - including participatory planning.
  • Understanding of reporting requirements of institutional donors such as Global Fund, EU, DFID and USAID.
  • Hands-on experience supporting community based development programmes. Experience of building the M&E skills and capacity of others
  • Significant experience of working with small, indigenous partners.
  • Knowledge and experience using statistical software such as SPSS, Epi-info; STATA) and handheld digital data collection platform e.g KoBo collect.
  • Ability to use data management and information systems such as NHMIS, DHIS and digital data platforms for real time data entry, analysis and reporting.
  • Ability to produce quality reports, case studies and health advocacy briefs from analysis conducted on data sets and gathered qualitative information.
  • Strong interpersonal skills and the ability to effectively represent Christian Aid at the national, state and local levels
Desirable Criteria:
  • Ability to incorporate gender analysis, inclusion and community health methodologies into partners’ work.
  • Experience working with government institutions and agencies in Nigeria
  • Ability to produce case studies and advocacy briefs from analysis conducted on data sets and gathered qualitative information.
  • Understanding of partnership approach to international development
  • Remains energized and focused in the face of ambiguity, change or strenuous demands.
