Consultancy for Coordinator and Trainer: Canadian Orientation Abroad (COA) Project at the International Organization for Migration

International Organization for Migration, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM established in 1951 and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

We are recruiting to fill the position of:

Job Title: Consultancy for Coordinator and Trainer: Canadian Orientation Abroad (COA) Project

Location: Lagos, Nigeria
Time Frame: The time frame for this consultancy will be for 6 months, renewable. The Consultant will be expected to work for 2-3 days per each working week.

General Information

New immigrants to Canada typically have unrealistic expectations and limited understanding of Canadian culture and society. In some cases, future immigrants have no information or have been misinformed. Many have not considered the rights and responsibilities that are implicit for life in Canada. These factors intensify adjustment problems, create settlement barriers and undermine migration processes. The need to adequately inform immigrants selected abroad about the settlement and integration challenges is essential to successful resettlement in Canada.

As a response to this need, IOM's Canadian Orientation Abroad Program (COA)will be implemented in Nigeria, in compliance with Citizenship and Immigration Canada's (CIC) Integration Policy. COA consists of two pre-departure orientation sessions - a group session, followed by a one-to-one session, both aimed at providing the future newcomers to Canada with a toolkit of relevant information and useful guides for insertion in Canadian labour market and society.

The pre-departure orientation provided by COA corresponds to the six shared principles upon which CIC and the provinces of Canada have agreed, with respect to the renewal strategy for settlement and integration services. These principles are:
  • Integration requires both newcomers and Canadians to commit themselves to adapting to the new cultures.
  • Acquisition of one of the official languages of Canada (English and French) is key to successful settlement and integration.
  • Canadians value and should contribute to efforts to assist newcomers to achieve economic and social self-sufficiency as soon as possible.
  • It is important for Canadians to share with newcomers the principles, traditions and values that are inherent in Canadian society such as freedom, equality, and participatory democracy.
  • Settlement and integration services aim to assist newcomers to become self-sufficient as soon as possible, with priority given to those deemed to be most in need within the community.
  • Settlement and integration services across Canada will be flexible, responsive and reasonably comparable
Functions
Under the overall direction and supervision of the IOM Chief of Mission in Nigeria, in coordination with the COA Global Project Manager in Nairobi, Kenya, the COA Consultant Coordinator and Trainer will be responsible for:
In particular, he/she will:
  • Coordinate overall activities of the COA project.
  • Keep abreast of information on immigration to Canada and provide immigrants with accurate information about life in Canada.
  • Help immigrants develop realistic expectations regarding their settlement in Canada.
  • Increase and develop immigrants' awareness and skills necessary to experience a successful adaptation process, especially during their first 12 months of stay in Canada
  • Conduct COA sessions for immigrants approved for settlement to Canada.
  • Develop training tools and activities.
  • Prepare periodic (quarterly, monthly and final) statistical and narrative reports, and generally up-to-date files.
  • Prepare annual budgets for COA project in consultation with IOM-RMO Nigeria and COA management.
  • Develop and periodically update COA curricula.
  • Coordinate the COA Nigeria petty cash fund, including its regular liquidation and replenishment.
  • Oversee the registration of participants into COA sessions in Nigeria.
  • Be responsible of the COA Nigeria online registration process.
  • Coordinate the emails and text messages pertaining to general inquiries about the COA registration or session.
  • Ensure that all is ready in advance for each training session: laptop, projector, DVDs and CDs, reference documents, training documents for distribution, cold and hot water, drinks and snacks.
  • Conduct staff training on teaching methodology, curriculum and country-of-resettlement updates.
  • Prepare COA certificates for COA Nigeria (and region) participants.
  • Liaise with the Canadian Embassy whenever necessary.
  • Be open to receiving Canadian, and other dignitaries, CIC immigration managers and officers, in-training interns, CIC immigration officers, etc.
  • Attend Canadian Embassy-related functions and workshops to discuss Canadian immigration and training issues.
  • Maintain links with resettlement communities in Canada.
  • Write in-depth cultural profiles to be shared with resettlement service providers and donors.
  • Request necessary supplies and coordinate administrative/finance needs of the COA Unit.
  • Maintain cooperation and dialogue with other IOM missions to facilitate a coordinated approach to project implementation.
  • Maintain a COA resource library and inventories of all instructional supplies.
  • Undertake travel duty as may be needed in support of COA activities.
  • Ensure security, order and confidentiality of all interactions and transactions.
  • Represent IOM COA project at international conferences and workshops.
  • Perform such other duties as may be assigned.
Technical:
  • Effectively applies knowledge of migration issues within organizational context
  • Correctly frames migration issues within their regional, global, and political context
Education and Experience
  • A university degree in Education, Training, Business Administration or other relevant field.
  • An excellent understanding of the Government of Canada policies and programmes in relation to immigration and integration issues and challenges are necessary for this position as is a demonstrated ability to work effectively with a variety of clients and stakeholders.
  • Teaching, training and curriculum development experience;
  • Proven management experience.
  • Experience with coordinating the Canadian Orientation Abroad (COA) or other similar project in Canada or abroad.
  • Commitment to migration issues.
