We are recruiting to fill the position below:

Job Title: Program Manager, Center for Women’s Economic Empowerment (CWEE)

Background

  • The Center for Women’s Economic Empowerment (CWEE) advances gender equality in emerging markets to build more inclusive, thriving economies and democracies that deliver for all citizens.
  • Founded within the Center for International Private Enterprise (CIPE) in 2018, CWEE consolidates nearly four decades of experience to promote women’s leadership and improve their economic conditions through private sector engagement, advocacy, and partnerships with governments and civil society.

Scope

  • CIPE is seeking a full-time, exempt Program Manager position based in Nigeria for the Center for Women’s Economic Empowerment (CWEE).
  • As part of a team reporting to the Director, the Program Manager will manage CWEE projects across the continent, respond to internal requests for gender integration and women’s economic empowerment project support and play a critical role in implementing CWEE’s strategic vision at CIPE and within Sub-Sahara Africa.
  • As a key CIPE representative, the Program Manager will promote the organization’s mission and cultivate relationships that support CIPE’s efforts and will work collaboratively across the organization to meet CIPE’s strategic goals.
  • This position requires close collaboration with CIPE’s Africa teams and other support offices, such as the anti-corruption, accountable investment, digital economy and governance, and trade teams, as well as relationship building with CIPE teams implementing women’s economic empowerment programming globally.
  • This position requires some travel based on project needs and in close coordination with regional teams.

Responsibilities

  • Provide input on and implement CWEE’s women’s economic empowerment and gender integration strategies as part of a team reporting to the Director.
  • Provide gender and social inclusion resources and technical expertise to CIPE teams to further gender mainstreaming.
  • Design, implement, and manage a portfolio of projects supportive of CWEE and CIPE goals for Africa. Project responsibilities have the following dimensions:
  • Develop donor concept papers, proposals, reports and correspondence.
  • Serve as CIPE’s representative to promote women’s participation and leadership in democratic, market-oriented policy reforms in developing countries. This will include developing and implementing training programs, public speaking at conferences and events and other public outreach activities and facilitating meetings with partners and potential partners.
  • Analyze, research, and be familiar with the status of women’s participation and leadership in the political and economic landscape, identifying opportunities for CIPE programming.
  • In coordination with regional teams and CWEE staff, identify potential partner organizations and work with them to design effective democratic and economic-reform programs.
  • In coordination with regional teams and CWEE staff, establish and maintain regular communications with project partners and key stakeholders.
  • Monitor grantee performance to ensure full compliance with objectives, financial and reporting requirements, and evaluation plans.
  • Evaluate projects – through on-site visits, file reviews, and coordination with independent evaluators where appropriate.
  • Develop project reports, summaries and assessments.
  • Establish and maintain relationships with other donor organizations to identify linkages with CIPE strategies, monitor trends, and assess new funding opportunities. In particular, work with US State Department, USAID and other assistance programs to develop joint projects, grants and/or contracts to further CWEE’s work.
  • Collaborate with multiple CIPE departments to achieve programmatic goals, including the Africa sub-regional Teams, Communications, Grants and Finance, Evaluation and Knowledge Management.
  • Monitor current events, including political and economic changes, and US priorities for women’s economic empowerment; women, peace and security; response to gender-based violence and sexual harassment; women’s economic security; social inclusion; and other relevant USG policies/strategies and assess the impact on ongoing and planned CIPE projects.
  • In coordination with the CWEE team, develop and maintain a library of internal resources on women’s economic empowerment, assisting the Africa sub-regional Teams with funding opportunities, projects, and training needs.
  • Supervise, develop and manage program staff, including CWEE interns, Program Associates, Program Coordinators, Associate Program Officers, country staff and consultants, among others.
  • Contribute to CWEE’s Communication Strategy in cooperation with the Director and CIPE’s Communications Team.
  • Contribute to an organizational culture of innovation, integrity and high performance.
  • Adhere to appropriate CIPE, NED and the U.S. Chamber of Commerce policies and procedures.

Qualifications

  • Bachelor's Degree required, preferably in one of the following fields: International Relations, International Business, Economic Development, Finance, Political Science, Public Policy, or Gender Studies. Master's Degree in a related field, or the equivalent working experience, is preferred.
  • At least five years experience with international assistance programs or similar, demonstrating a proven track record in project, budget and staff management.
  • Specific experience or certification in gender integration, women’s empowerment and social inclusion required.
  • Prior experience with personnel management or managing small teams is required.
  • Educational and/or professional experience in at least one of the following relevant areas to CIPE is preferred: empowering women or marginalized communities, gender studies, non-profit governance and capacity building; policy advocacy and policy reform; anti-corruption, compliance, corporate governance, or business transparency and sustainability; opening political space in closed societies; entrepreneurship.
  • Fluency in French and English is required including written and oral communications, analytical and presentations skills. Ability to synthesize and evaluate complex information and provide feedback.
  • Demonstrated understanding of key political, economic and business trends.
  • Experience managing projects funded by a variety of US and non-US donors.
  • Excellent organizational and interpersonal skills. Detail-oriented and able to handle multiple tasks with limited supervision, working in a fast-paced, global environment, managing projects with multiple deliverables or dependencies, working with diverse stakeholders.
  • Must be willing and able to travel in coordination with regional teams, as needed
  • Strong financial acumen and ability to develop, manage, and monitor project budgets.
  • Proposal writing skills, preferred.
  • Proficiency in a second language, preferred.
