Federal Ministry of Younth Decelopment - Following the approval of His Excellency, President Goodluck Ebele Jonathan and in line with youth empowerment programme thrust under the Transformation Agenda of Mr. President, the Federal Ministry of Youth Development (FMYD) in conjunction with the United Nations Development Programme (UNDP) invite applications from suitably qualified young Nigerians to participate in the Junior Professional Officers’ Programme (JPO-P) 

The Junior Professional Officers’ Programme (JPO-P) was established in 1963 to provide young professionals pursuing a career in development with hands-on experience in multilateral technical cooperation. It is funded with donations from donor countries. Currently, there are 19 sponsors comprising 16 countries from Europe and 3 from Asia. The programme is administered by the JPO Service Center in Copenhagen. Denmark and initially for one year with possibility of extension for another one year, depending on satisfactory performance making a total of two years objective of the programme

Content and methodology of supervision:

The JPO Programme Officer, Inclusive Governance and Social Equity (Programme Officer) works under the direct supervision of the Programme Specialist, who is in charge of the governance programme portfolio and under the overall guidance of the UNDP Deputy Resident Representative. Duties, Responsibilities and Output Expectations
Context of Duties:

The Governance Programmeof UNDP Thailand under the Country Programme Document (CPD) 2012 – 2016 focuses on “improving social equity through inclusive governance.” Within this broader area of Governance work the Programme Officer’s tasks will focus on a number of selected sub-themes to support the Governance team in implementing and monitoring the CPD as well as assist the Programme Specialist in providing policy advisory service under the governance portfolio. Among other s(he) will work on and gain experiences in key governance issues Thailand is currently facing such as social equity, democratic reform and policy process.TheProgramme Officer will assist in and contribute to policy analysis and advisory services to Thai national counterparts as well as the management of development projects to ensurethe timely implementation and monitoring of programmes. The Programme Officer will work in close collaboration with other units, implementing partners, donors, government and non-government agencies and support specifically the work on crosscutting issues with other UNDP Units, i.e. gender sensitivity and capacity building.

1.) Project design in the area of inclusive governance and social equity

In an attempt to improve social equity and inclusive governance, UNDP Thailand partners with key governance institutions to assist Thailand in its effort of implementing good governance and improving social equity in the sub-thematic areas related to anti-corruption, disaster management, and conflict transformation. The goals of technical assistance provided to the Royal Thai Government (RTG) in these areas are to improve inclusive service delivery, to enhance transparent decision making and to increase representation of the disadvantaged groups in the governance process. The JPO’s specific functions in this area are as follows:
  • Assist in designing and developing future projects by identifying approaches to support social equity, inclusive governance and better representation of minorities and women in the governance process at all levels.
  • Collect and analyze data necessary for formulating project documents based on rights-based development approach, with a view on mainstreaming gender equality in governance and policy making processes.
  • Prepare project briefs and work plans.
  • Prepare project documentation and participate in project meetings or other related meetings as required.
  • Identify partners and stake holders, and liaise with both government agencies and non-governmental organizations in the process of project design.
2.) Monitoring and support of UNDP’s area-based programmeson social cohesion, integrated livelihoods, and human rights-based development
An important sub-theme of UNDP’s work in Thailand are social cohesion and human rights-based developmentwith an emphasis on integrated livelihoods in the country’s more fragile provinces as well as legal empowerment for the poor and the disadvantaged. In this area of work the Programme Officer’s functions are:
  • Monitor UNDP area-based programme relating to integrated livelihood and social cohesion implemented in the fragile provinces.
  • Assist in following-up UNDP’sprogramme outputs in the UN Joint Partnership on human rights and access to justice under the UNPAF 2012-2016.
  • Support the Programme Specialist in coordinating with donors and implementing partners for resources management and financial accountability.
  • Ensure effective implementation of projects with particular attention to the achievement of tangible projects outputs and timely service delivery through UNDP follow-up system for the existing innovative projects.
  • Participate in monitoring visit to project sites.
  • Prepare report and documentation at each stage of project cycles as part of UNDP’s result-based management structure.
  • Support project implementation through work on the monitoring and financial reporting systems.
3.) Supporting policy advisory service in the area of democratic governance
UNDP Thailand provides policy advisory services to the selected government counterparts in the area of democratic governance. In this, the governance portfolio (2012-2016) focuses on advocating and supporting Thailand policy process on access to justice, social cohesion and inclusive institutional reform. The Programme Officer will support work in this area as follows:
  • Assist in the assessment of the impact of government policies, its beneficiaries and externalities.
  • Identify policy gaps related to social inclusion, gender equality and equal representation in the country.
  • Assess national institutional and regulatory frameworks in which policies operate.
  • Identify windows of opportunity and provide research to assess feasibility for policy change as well as possibleapproaches for policy advocacy and dialogue.
  • Assist the Programme Specialist in shaping approaches to communication with policy actors and decision makers.
  • Ensure that the cross-cutting issues are mainstreamedinto policy analysis, e.g. gender sensitivity and rights-based approach.
  • Keep abreast of the national political agenda and ongoing policy dialogues.
4.) Supports the Governance Team in sharing knowledge on Thailand’s political and governance issues and the mobilizing of resources for increased governance programming
In order to make efficient use of resources and to maximize the value-added of UNDP for Thailand’s governance portfolio, UNDP aims to facilitate the sharing of best governance practices within Thailand and across the region and develop additional innovative programmes.   • Support the design of new, innovative programme activities or project outputs in the area of governance.
  • Assist in preparation of data for resource mobilization and follow-up in ongoing projects.
  • Liaise with government agencies, non-government organizations, donors, UNDP Headquarters and other UN agencies or regional organization to identify new opportunities for project initiatives.
  • Facilitate knowledge and prepare briefings as requested in the area of democratic governance and the UNDP governance portfolio in Thailand.
  • Organize national and regional workshops as part of knowledge sharing, exchange of expertise and policy dialogues between UNDP Thailand and other agencies.
  • Attend workshops/seminars and represent the Governance Unit in the area related to governance.
  • Update information and prepare briefing as requested on Thailand current political situation and government policies relating to key institutional reforms, human rights and the disadvantaged groups, gender situation, and decentralization.
  • Assist in preparing statements for UNDP senior management.
  • Perform any duties to be assigned by RR/DRR or Programme Specialist.
Required skill and Education
  • Education: Master’s Degree or the equivalent in social science, public administration, international relations, international development, political science or related fields.
  • Work Experience: 2 - 3 years of relevant work experience in the field of social or international development.
  • Applied knowledge in project management, programme planning, monitoring and evaluation.
  • Experience in international organizations, public organizations, research/academic institute or organizations related to development and policy work.
  • Age: Must not be more than 32 years on the date of application
  • Languages:The Programme Officer is fluent in the English language both verbally and orally and possesses excellent English writing skills. Proficiency in any other UN language will be considered an asset.
  • Information Technology skills, including word processing, database application (excel) presentation software (power point) and internet appreciation.
  • An interest in adapting to varied physical environments; and a desire to work with people with different language, national and cultural backgrounds;
  • Evidence of ability to think strategically, work independently and demonstrate a sense of self-assuredness.
