Federal Ministry of Younth Decelopment - Following the approval of His Excellency, President Goodluck Ebele Jonathan and in line with youth empowerment programme thrust under the Transformation Agenda of Mr. President, the Federal Ministry of Youth Development (FMYD) in conjunction with the United Nations Development Programme (UNDP) invite applications from suitably qualified young Nigerians to participate in the Junior Professional Officers’ Programme (JPO-P) 

The Junior Professional Officers’ Programme (JPO-P) was established in 1963 to provide young professionals pursuing a career in development with hands-on experience in multilateral technical cooperation. It is funded with donations from donor countries. Currently, there are 19 sponsors comprising 16 countries from Europe and 3 from Asia. The programme is administered by the JPO Service Center in Copenhagen. Denmark and initially for one year with possibility of extension for another one year, depending on satisfactory performance making a total of two years objective of the programme

Content and methodology of supervision
The DRR will provide day-to-day advice, feedback, mentoring, and support to the JPO on his/her overall responsibilities including programme formulation, project mangement, resource mobilization and partnership building.

The DRR will also provide formal supervision and mentoring through the Performance Management and Development (PMD) process, which entails formal reviews with the staff member (JPO) to provide feedback on performance and competencies as well as assess fulfillment of the annual work plan and objectives, progress with his/her learning plan and career development.

Duties, Responsibilities and Output expectations
Under the overall guidance of the DRR, and in close collaboration with the UNDP Turkey CO Programme Managers, the CD Programme Analyst will contribute to meeting overall CD priorities and to providing quality services to programme's key clients. Copied from: www.hotnigerianjobs.com

The focus of this work will be on promoting the integration of CD in the Inclusive Growth initiatives of UNDP and government programmes and activities across the region, including through stakeholder engagement exercises, capacity assessments with national/sub-national stakeholders and CO's support to formulation of capacity development responses, programmes and projects, and contributing to their evaluation; and on strengthening the regional CD Community of Practice by enhancing the Communities' expert and knowledge base and by building partnerships with relevant global and regional institutions in the area of CD, particularly in the area of Inclusive Growth.

Programme Advisory Services
  • Provide support to new and ongoing Inclusive Growth initiatives from the CD perspective, through national/sub-national capacity assessments; facilitation of CD consultations with multiple stakeholders; support design of programmes and projects.
  • Advocate CD approaches for integration into thematic and sector work of all UNDP's thematic Practices to support their institutional development initiatives both internally in UNDP and when requested to key government, civil society and private sector partners.
  • Provide technical advice and analytical services to UNDP Country Office staff as requested concerning the capacity development approach.
Country Programme Support
  • Support the identification and implementation of UNDP Turkey CO initiatives (with focus on Inclusive Growth - IG initiatives) from CD perspective and mobilization of relevant resources, in close cooperation with UNDP Programme staff and CO management. This will include a focus on project development and resource mobilization and design of concept and strategy notes to promote discussion and form a basis for partnership.
  • Provide technical backstopping and quality control for CO IG/CD projects and initiatives

  • Apply UNDP results based management tools and ensure quality progress monitoring and reporting on regional CD initiatives
Knowledge Management
  • Collect and collate information and data on CD and assist in establishing a CD and Knowledge Management (KM) database for the CO;
  • Capture of results of CD interventions and identification and synthesis of best practices and lessons learnt in capacity development approaches and programmes and feed into ongoing policy and program discussions and applications.
  • Strengthen CO capacity to expand expert and knowledge base and contribute to CoP members online discussions or other Web fora.
  • Develop and contribute to CO and BRC knowledge products and knowledge networks either through review process, direct writing of contributions or other means.
  • Facilitate dissemination of information and knowledge on CD among CO staff and partners
Qualifications and Experience
Education (only Master's degree or equivalent):
  • Bachelor's degree in a relevant field (international relations, development studies, economics, political science or public administration/public policy, etc) and 4 years of work experience OR Master's degree in a relevant field and 2 years of work experience in (capacity) development
  • Work experience (at least 1 to 2 years relevant work experience):
  • Bachelor's degree in a relevant field ( international relations, development studies, economics, political science or public administration/public policy, etc) and 4 years of work experience OR Master's degree in a relevant field and 2 years of work experience in (capacity) development
  • Knowledge and understanding of integrated approaches to development, with a focus on capacity development
  • Experience in the Europe and CIS region, preferably with a UN agency, fund or programme
  • Excellent writing skills in English and able to explain complex concepts in clear and easily understood documents.
  • Excellent command of spoken English including presentation skills; knowledge of other UN working languages an asset
  • Age: Must not be more than 32 years on the date of application
  • Information Technology skills, including word processing, database application (excel) presentation software (power point) and internet appreciation.
  • An interest in adapting to varied physical environments; and a desire to work with people with different language, national and cultural backgrounds;
  • Evidence of ability to think strategically, work independently and demonstrate a sense of self-assuredness.
