Federal Ministry of Younth Decelopment - Following the approval of His Excellency, President Goodluck Ebele Jonathan and in line with youth empowerment programme thrust under the Transformation Agenda of Mr. President, the Federal Ministry of Youth Development (FMYD) in conjunction with the United Nations Development Programme (UNDP) invite applications from suitably qualified young Nigerians to participate in the Junior Professional Officers’ Programme (JPO-P) 

The Junior Professional Officers’ Programme (JPO-P) was established in 1963 to provide young professionals pursuing a career in development with hands-on experience in multilateral technical cooperation. It is funded with donations from donor countries. Currently, there are 19 sponsors comprising 16 countries from Europe and 3 from Asia. The programme is administered by the JPO Service Center in Copenhagen. Denmark and initially for one year with possibility of extension for another one year, depending on satisfactory performance making a total of two years objective of the programme

Job Title: Programme Analyst - Rule of Law, Access to Justice and Security, Legal Empowerment

Content and methodology of supervision

As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities:
  • Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO
  • Establishment of a work plan, with clear key results
  • Effective supervision through knowledge sharing and performance/development feedback throughout the assignment
  • Easy access to the supervisor
  • Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness
  • Guidance and advice in relation to learning and training opportunities within the field of expertise
  • Completion of the yearly UNDP Results and Competency Assessment (RCA)
  • If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties

Supervisory meetings will be held on a regular basis (weekly) and performance evaluations will be discussed on a bi-monthly basis based on the work plan and performance plan and its indicators. Primary supervision will be the responsibility of the Justice Advisor (DGG) who operates under the responsibility and strategic oversight of the Director of the Democratic Governance Group. At the commencement of the JPOs assignment, the work plan and a performance plan will be prepared jointly by the JPO and the Supervisor, outlining the specific expectations of the JPO and the foreseeable tasks. The performance plan will be reviewed annually by the JPO and the Supervisor.

Duties, Responsibilities and Output Expectations

It is expected that the candidate:
  • Has a field based background in working with the law, justice and security in developing
  • contexts
  • Is knowledgeable in human rights and its inter-linkages with concepts such as rule of law, access to justice and democratic governance,
  • Is familiar with gender issues related to law and human development,
  • Is familiar with UNDP's approach to access to justice, rule of law and personal security/safety, as well as legal empowerment of the poor
  • Is familiar with the challenges inherent in the nexus between personal security/ safety and development,
Percentages for each duty:
Two policy assignments in the field of (20%):
1) Policy guidance and concept notes in the area of access to justice, legal empowerment and legal services, and informal justice systems including gender issues,

Regular tasks (80%)
  • Travel as requested and required to the field, meetings, workshops, conferences etc. and submitting relevant papers required by the TOR during the assignment and by the respective Country Office and/or analytical reports with follow up recommendations upon return;
  • Assist the Policy Advisor in resource mobilization, donor relations, and communications (Newsletters etc.) engagement with other multilateral organizations such as the World Bank, partnership with expert organizations, academia, civil society organizations and the implementation of the Global Programme on access to justice,
  • Assist the Policy Advisor in ensuring the integration of other areas of democratic governance of particular relevance to access to justice, rule of law and security so that they mutually reinforce each other as a broader output of DGG. Of particular interest are the areas of tailor made application of a human rights based approach to justice, democratic oversight, legislative review and reform through the legislature/parliaments, and anticorruption, gender, media and public administration reform and decentralization/local development and government.
  • Assist the Policy Advisor/Team in leading on policy projects (hiring and management of consultants) and responding to requirements from the Democratic Governance Thematic Trust Fund (DGTTF) and follow the implementation of the justice sector projects funded through the DGTTF.
  • Be part of the management team for the administration of the access to justice, rule of law and security sector portfolio and implement specific tasks with regard to the management and administration of funds, budgets, accounts, work planning and reporting requirements.
  • Assist the Policy Advisor/Team in strengthening UN inter-agency efforts and coordination efforts with BCPR and the Justice and Security Reform Unit, Regional Bureaux and Regional Centres.
  • Assist the Policy Advisor/Team in responding to requests from the Country Offices in the field of access to justice, rule of law and security.
  • Assist the Policy Advisor/Team in the organization of meetings (including the Global Community of Practice in 2012), events and conferences, and participate in meetings together with the Policy Advisor/Team members and produce minutes and suggestions for follow up action based on the discussions in the meetings, Revision of tasks compared to year 1 will be made in consultation between the Policy Advisor and the JPO based on the experiences from the first year and identified new demands and challenges.
Qualifications and Experience

Required Education and Work Experience:
  • Master's Degree or equivalent Advanced Degree in a related field of expertise
  • A minimum of two years of paid working experience in a relevant field
  • Working knowledge of English
Other working knowledge language requirements, if applicable
  • Age: Must not be more than 32 years on the date of application
  • Information Technology skills, including word processing, database application (excel) presentation software (power point) and internet appreciation.
  • An interest in adapting to varied physical environments; and a desire to work with people with different language, national and cultural backgrounds;
  • Evidence of ability to think strategically, work independently and demonstrate a sense of self-assuredness.
