Federal Ministry of Younth Decelopment - Following the approval of His Excellency, President Goodluck Ebele Jonathan and in line with youth empowerment programme thrust under the Transformation Agenda of Mr. President, the Federal Ministry of Youth Development (FMYD) in conjunction with the United Nations Development Programme (UNDP) invite applications from suitably qualified young Nigerians to participate in the Junior Professional Officers’ Programme (JPO-P) 

The Junior Professional Officers’ Programme (JPO-P) was established in 1963 to provide young professionals pursuing a career in development with hands-on experience in multilateral technical cooperation. It is funded with donations from donor countries. Currently, there are 19 sponsors comprising 16 countries from Europe and 3 from Asia. The programme is administered by the JPO Service Center in Copenhagen. Denmark and initially for one year with possibility of extension for another one year, depending on satisfactory performance making a total of two years objective of the programme

Organizational Context

Under the direct supervision of the Deputy Resident Representative and the overall guidance of the Resident Representative/Resident Coordinator, the Communications Analystparticipates in the implementation of the corporate communications strategy, as well as in the design, management and implementation ofthe Country Office communications strategy,gearedtowardsinfluencing the development agenda, promote public and media outreach and mobilize political and financial support for UNDP. The Communications Analyst will work directly under Resident Representative’s directive for preparation of statements/speeches/Op-Eds and other public statements for him/her. The Communications Analyst maintains a working relationship with the Regional Communications Manager.The Communications Analyst works in close collaboration with the Resident Coordinator’s Office, Programme and Operations teams, staff of other UN Agencies, UNDP HQs staff (Communications Office) ensuring successful UNDP communication strategy implementation.
A communications strategy tightly linked to program priorities helps position the Country Office in key development markets as a leader in ways that boost demand for various service lines and increase overall business opportunities.

Functions / Key Results Expected

Summary of Key Functions:
  • Planning of internal and external strategies for communications and outreach
  • Implementation of the communications strategies and plans
  • Supervision of the design and maintenance of the UNDPweb site, intranet
  • Support to business development
  • Facilitation of knowledge building and knowledge sharing
1.) Planning and design of internal and external strategies for communications and outreach focusing on achievement of the following results:
  • Conduct of communications needs assessments for CO (projects, country programme and corporate change initiatives, RC Unit, etc.)
  • Analysis of requirements and synthesis of proposals for elaborationof the CO communications and outreach strategy based on the corporate communications strategy.
  • Development/production of communication and advocacy instruments and materials for awareness-raising campaigns, brochures, including briefing materials, press releases and media interviews in coordination with the relevant units.
  • Constructive and timely advice on the inclusion of communications components in programme formulations to integrate advocacy and communication strategies into all aspects of UNDP’s development programme.
2.) Ensures the implementation of the communications strategies and plansand provision of effective communications support to the office focusing on achievement of the following results:
  • Timely preparation and effective implementation of the communications strategy and plans for the Country Office.
  • Effective support to the Resident Coordinator’s office in the preparation and effective implementation of its communications work plan with budget in coordination with the UNCG.
  • Preparation of high quality op-eds, briefing materials, public statements and speeches for the Directorate in consultation with Resource persons in relevant thematic areas.
  • Effective supervision of the Communications Office, including preparation of the work plan, management of translations and contractual matters.
  • Act as the UNDP focal point for the United Nations Communications Group (UNCG)
  • Act as press liaison focal point for arranging media interviews and press releases
  • The Directorate comprises the Resident Coordinator, Resident Representative and the Deputy Resident Representative
3.) Maintenance of the UNDPweb site and intranet focusing on achievement of the following results:
  • Management of the office web sites based on corporate requirements in cooperation with the ICT staff.
  • Preparation of the content for the web sites to ensure consistency of the materials.
4.) Supports the business development focusing on achievement of the following results:

Launches and campaigns

  • Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report.
  • Promotion and maintenance of public information campaigns on UNDP activities, results of MDGs, UN Reform.
  • Support the management of UNDP’s global presence on social media including development of campaigns, regular updates and personal communications with fans and followers.
  • Keep up to date on new social media tools (especially Facebook and Twitter), best practice and how other organizations and companies are using them in order to identify new campaigning opportunities.
  • Develop and implement strategies and new tools for recruiting and engaging supporters through social media.

  • Preparation and dissemination of newsletter to donors, donor reports, civic education and community awareness, where appropriate, to support projects

5.) Ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities.
  • Provides support to UNDP inputs to CCA, UNDAF, CPD and other documents
  • Contributions to knowledge networks and communities of practice including corporate communications repositories.
  • Provision of training to UNDP staff on communications for development
  • Professional growth through active learning.
Impact of Results
The key results have an impact on creation of effective communications and dissemination of information on UNDP as UN’s global development network. In particular, the key results have an impact on implementation of UNDP communications and publication strategies.

Qualifications and Experience:
  • Education (only Master's degree or equivalent): Master's degree in media relations, journalism, publishing
  • 3 years of relevant experience at the national or international level in public relations, communications or advocacy. Strong researching, writing and editing skills for print and electronic media. Experience in social networking platforms such as Twitter and Facebook and an understanding of internet communications strategies, blogging best practice, social media trends, techniques and information architecture is desirable. Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems)
  • Information Technology skills, including word processing, database application (excel) presentation software (power point) and internet appreciation.
  • Age: Must not be more than 32 years on the date of application
  • Language skill: Fluency in English language and ability to speak any UNDP official language is an added advantage.
  • An interest in adapting to varied physical environments; and a desire to work with people with different language, national and cultural backgrounds;
  • Evidence of ability to think strategically, work independently and demonstrate a sense of self-assuredness.
