Federal Ministry of Younth Decelopment - Following the approval of His Excellency, President Goodluck Ebele Jonathan and in line with youth empowerment programme thrust under the Transformation Agenda of Mr. President, the Federal Ministry of Youth Development (FMYD) in conjunction with the United Nations Development Programme (UNDP) invite applications from suitably qualified young Nigerians to participate in the Junior Professional Officers’ Programme (JPO-P) 

The Junior Professional Officers’ Programme (JPO-P) was established in 1963 to provide young professionals pursuing a career in development with hands-on experience in multilateral technical cooperation. It is funded with donations from donor countries. Currently, there are 19 sponsors comprising 16 countries from Europe and 3 from Asia. The programme is administered by the JPO Service Center in Copenhagen. Denmark and initially for one year with possibility of extension for another one year, depending on satisfactory performance making a total of two years objective of the programme

Content and methodology of supervision

The JPO works under the overall supervision of the Director of the UNDP Representation Office in Geneva and in close collaboration with the relevant divisions/units at headquarters in New York and, as appropriate in other locations.

Duties, Responsibilities and Output Expectations

The primary responsibility of the JPO is to pro-actively scan the political, institutional, business, not for profit and civil society environment in GCC Countries, in support of a whole range of partnerships involving governmental institutions, decentralized cooperation partners, organizations of the UN system and other international organizations, the private sector and civil society, in support of the achievement of the Millennium Development Goals and the protection of global pubic goods. Based on intelligence gathering, analysis and targeted dissemination, the JPO contributes to the establishment of a virtual team bringing together thematic and sectoral counterparts from UNDP, GCC Countries and institutions, extending the networking beyond institutional counterparts in Headquarters and capitals to include the GCC Countries Permanent Missions to the UN in Geneva and New York. To that end, the JPO regularly consults with the various colleagues at Headquarters in New York and in the field involved in cooperating with these countries, institutions and partners, and participates in the reflections on the strategic objectives and the most appropriate ways of achieving them. 1. In the context of the new multilateralism and the implementation of the MDG Acceleration Framework, supports UNDP/BERA and other Bureaus in the identification, development and nurturing of emerging partnerships with a multiplicity of actors based in GCC Countries, focusing on the following results: (30%)
  • Scanning of the environment and gathering of political intelligence, with a view to keeping the Directorate of the Office and by extension UNDP senior management in New York and in the field abreast of emerging developments
  • Identification of potential partners, with a special focus on innovative partnerships with the business, not-for profit and civil society communities
  • Preparation and regular updating of a profile of major Geneva-based UN agencies and institutions designated by the Director of the Office, including a description of policy priorities, major programmes, key elements about funding, a description of the structure and where useful short biographic notes on key players
  • Updating of relevant databases and profiles of non-traditional partners

2. Supports UNDP/BERA and other Bureaus in the preparation and implementation of partnership building and resource mobilization strategies for GCC Countries, focusing on the following results: (50%)
  • Thorough analysis and research of the political, social and economic situation, trends and decisions in GCC Countries, including a focus on foreign policy, development financing and ODA trends and any element that may influence them.
  • Preparation of reports, briefing notes and strategic notes for UNDP high officials on GCC Countries and their relationship with the UN system and with UNDP, as well as on GCC Countries officials, decision-makers and other influential people .
  • Alerts the Directorate of the Office and by extension senior UNDP Management on any policy change, major decision or event that may affect relationships between UNDP and GCC Countries, or that constitutes an opportunity in terms of partnerships building, political support or fund-raising; monitors changes in the political institutions in GCC Countries as well as staff changes and any restructuring within the GCC Countries administrations; thereby contributing to the adaptation of UNDP’s strategies and policies to these emerging and prospective trends .
  • Updates the data bases and fact sheets on GCC Countries(contacts, administration flow charts, facts and figures…)
  • Contributes to monitoring the use of non-core funds provided by the GCC Countries cooperation, prepares reports and dispatches information to concerned colleagues as appropriate.
  • Facilitates the preparation and contributes to the necessary arrangements for ad-hoc consultations with UNDP Bureaus, in particular the preparation of briefing packages for the Office of the Administrator, relevant Bureaus and other senior staff involved, contributions to background documents, liaison with the GCC CountriesForeign Affairs and Permanent Missions to the UN in New York and Geneva under the guidance of the Office Directorate for elaborating the agenda, and contributing to the logistical arrangements for the Administrator and other Senior Officials in close collaboration with headquarters and GCC Countries officials when the review takes place in one of the GCC Countries. 3. Contributes to the advocacy and outreach activities of UNDP Office in Geneva, with a particular focus on the following achievements: (15%)
  • Preparation of briefing notes for parliamentarians, case studies and other documents required for systematically informing decision-makers and opinion-makers in GCC Countrieson UNDP strategic interventions on priority issues of interest to UNDP’s partners (governance, conflict prevention, disaster preparedness, post crisis recovery, global public goods, environment, energy and climate change…).
  • Participation in devising and supporting the implementation of events and joint initiatives with external existing and potential partners that contribute to achieving UNDP’s corporate objectives including with businesses, media, NGOs and CSOs, local and regional authorities,
  • Ensures the dissemination of relevant UNDP communication material to targeted, multi-stakeholder audiences in GCC Countries.
4. Undertakes any other assignment within her/his capacities and areas of expertise upon request from the Directorate of the Office. (5%)

The incumbent may be requested to travel in GCC Countries and at headquarters as needs arise.

Qualifications and Experience
  • Education (only Master’s degree or equivalent). University degree (Master) in political sciences/economics/social sciences/law. A post-graduate specialization in development sciences would be an asset..
  • Work Experience (at least 1 to 2 years of relevant work experience).
  • Experience in working in a developing country and insights into the GCC Countries development policy would be an asset.
  • Age: Must not be more than 32 years on the date of application
  • Information Technology skills, including word processing, database application (excel) presentation software (power point) and internet appreciation.
  • Language skill: Fluency in English language and ability to speak any UNDP official language is an added advantage.
  • An interest in adapting to varied physical environments; and a desire to work with people with different language, national and cultural backgrounds;
  • Evidence of ability to think strategically, work independently and demonstrate a sense of self-assuredness.
  • Respect for the UN principles of the United Nations Charter and the participating UN organisation’s mission statement.

Learning Expectations
Upon completion of the assignment, the JPO will have acquired in-depth knowledge of institutional mechanisms and processes in the UN system as well as in national administrations. The incumbent will have a good grasp of the modus operandi in UNDP as regards its programmes as well as its outreach. The JPO will be fully cognizant of the UN reform process. The JPO will have the opportunity of sharpening her/his analytical and drafting skills, managing complex processes, improving negotiating and diplomatic abilities and will get exposure to a wide range of actors and gain insights into their logics.
