Federal Ministry of Younth Decelopment - Following the approval of His Excellency, President Goodluck Ebele Jonathan and in line with youth empowerment programme thrust under the Transformation Agenda of Mr. President, the Federal Ministry of Youth Development (FMYD) in conjunction with the United Nations Development Programme (UNDP) invite applications from suitably qualified young Nigerians to participate in the Junior Professional Officers’ Programme (JPO-P) 

The Junior Professional Officers’ Programme (JPO-P) was established in 1963 to provide young professionals pursuing a career in development with hands-on experience in multilateral technical cooperation. It is funded with donations from donor countries. Currently, there are 19 sponsors comprising 16 countries from Europe and 3 from Asia. The programme is administered by the JPO Service Center in Copenhagen. Denmark and initially for one year with possibility of extension for another one year, depending on satisfactory performance making a total of two years objective of the programme

Content and methodology of supervision

UNDP Results and Competency Assessment (RCA) are applicable to all JPO assignments. Within this framework, at the beginning of the assignment a six months work plan will be established with clear deliverables and performance indicators. In the initial six months, weekly meetings will take place with the supervisor. Following the first six months and on the basis of an assessment, the assignments and responsibilities will be progressively increased and yearly work plans established. On a day to day/regular basis the JPO will interact with the supervisor on specific tasks assigned and review progress. The JPO will also participate in regular programme team meetings as well as being assigned special assignments, field missions and corporate activities. Duties, Responsibilities and Output Expectations

The Programme Analyst will be responsible for strengthening UNV's capacity to engage more effectively and strategically through volunteerism in the UNV priority area of youth.

Specific duties include the following:

Programme Management (45%):
  • Prepare relevant documentation to promote the youth programme with potential donors/partners towards mobilizing the needed resources for programme implementation through a trust fund.
  • Implement activities related to reporting and work planning.
  • Monitor the implementation of the programme, managing risks and logs issues, consult with the Youth Advisory Team as necessary and recommend corrective action to the programme board.
  • Assess requests submitted for funding from the Youth Volunteerism Trust Fund from governments, Civil Society organizations,
  • Prepare background documents, briefs, issues papers, and progress reports for the Programme Board meetings.
  • Follow-up on the implementation of the programme board decisions and recommendations.
Programme Coordination (30%):
  • Support to portfolio teams working on youth-related project and ensure that lessons learned are shared and used in developing new project in the area of youth.
  • Contribute to corporate youth-initiatives assigned to the corporate youth focal point
  • Identify and build relevant networks within the UN System to programme the UN Youth Volunteer Modality and identify relevant programme and projects relevant for UN Youth Volunteer assignments in coordination with Development and Peace Divisions.
  • Contribute to relevant practice networks to share UNV’s experience and knowledge in the area of youth and volunteerism and stimulate knowledge sharing among the different country initiatives by initiating discussion and coordinating the development of relevant knowledge products. Advocacy for youth volunteerism (25%):
  • Support the Programme advocacy and awareness activities by keeping the Portfolio Teams and Field Units informed
  • Monitor youth-related initiatives and activities in the field and by partners implemented with technical and/or financial support from UNV
  • Document best practices and generate knowledge on youth volunteerism for lessons learning, policy and decision making purposes.
  • Prepare background documentation, reports and follow-up on required actions to ensure timely completion of commitments made.
  • Represent, as requested, UNV and the Programme in missions, conferences, workshops, networks, and other key events to give presentations, advocate and promote UNV and the Programme for the purposes of expanding resource mobilization opportunities, partnerships and alliances.
Any other related duties as requested by the supervisor.

Qualifications and Experience
  • Education (only Master's degree or equivalent): Master’s degree in social sciences, political science, public or business administration, economics or related fields.
  • Work Experience (at least 1 to 2 years relevant work experience):
  • At least 1 to 2 years of relevant work experience and proven track record in managing and implementing development programmes.
  • Work experience in an international organization will be an added advantage.
  • Work experience with youth-related initiatives/programmes is an asset.
  • Age: Must not be more than 32 years on the date of application
  • Technology skills, including word processing, database application (excel) presentation software (power point) and internet appreciation.
  • Language skill: Fluency in English language and ability to speak any UNDP official language is an added advantage.
  • An interest in adapting to varied physical environments; and a desire to work with people with different language, national and cultural backgrounds;
  • Evidence of ability to think strategically, work independently and demonstrate a sense of self-assuredness.
  • Respect for the UN principles of the United Nations Charter and the participating UN organisation’s mission statement

Training components:
The training will depend upon the staff member and linked to the portfolio being managed and programme area. Participation in training on UNV programme areas; ATLAS and others UN-related programmes can be envisaged. Participation in monitoring missions with a mentor will constitute on-the-job training.
