Federal Ministry of Younth Decelopment - Following the approval of His Excellency, President Goodluck Ebele Jonathan and in line with youth empowerment programme thrust under the Transformation Agenda of Mr. President, the Federal Ministry of Youth Development (FMYD) in conjunction with the United Nations Development Programme (UNDP) invite applications from suitably qualified young Nigerians to participate in the Junior Professional Officers’ Programme (JPO-P) 

The Junior Professional Officers’ Programme (JPO-P) was established in 1963 to provide young professionals pursuing a career in development with hands-on experience in multilateral technical cooperation. It is funded with donations from donor countries. Currently, there are 19 sponsors comprising 16 countries from Europe and 3 from Asia. The programme is administered by the JPO Service Center in Copenhagen. Denmark and initially for one year with possibility of extension for another one year, depending on satisfactory performance making a total of two years objective of the programme

Content and methodology of supervision
As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities:

• Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO
• Establishment of a work plan, with clear key results
• Effective supervision through knowledge sharing and performance/development feedback throughout the assignment
• Easy access to the supervisor
• Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness
• Guidance and advice in relation to learning and training opportunities within the field of expertise
• Completion of the yearly UNDP Results and Competency Assessment (RCA)
• If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties

In addition, the following specific supervision arrangements will apply:
Supervision will be direct and will take the form of mentoring and coaching. There will be an agreed workplan – which contributes to the annual workplan of UNDP’s global project on capacity development for effective development cooperation and to the regional KICG workplan – against which targets and progress will be monitored and evaluated. Regular meetings and feedback will be important features of the supervisor/supervisee relationship.

Duties, Responsibilities and Output Expectations
This post is critical for strengthening UNDP’s engagement and outreach in the Arab region to support the effective functioning of the Global Partnership (GP) for Effective Development Cooperation, strengthen linkages with the UN Development Cooperation Forum (DCF), engaging with countries in the region on the International Aid Transparency Initiative (IATI), and facilitate knowledge sharing and peer learning for development, including South-South and triangular cooperation.

1. Support to country level work:
As requested by UNDP country offices, provide effective and timely advice and capacity development support services to governments in the sub-region on effective development cooperation issues. Specific areas of attention will country offices’ support to country-led:

• Inclusive coordination and mutual accountability mechanisms between all development stakeholders;
• Transparency and information management of aid flows and other sources of development finance;
• Peer learning, South-South and triangular cooperation and knowledge sharing for development ;
• Capacity development and institutional strengthening for effectiveness development cooperation;
• Monitoring the implementation of the Global Partnership for Effective Development Cooperation. - 40%

2. Support to regional knowledge sharing and peer learning:
As part of the regional team for the UNDP Community of Practice on Effective Development Cooperation, support the:

• Collection and dissemination of best practices and lessons learnt on capacity development for effective development cooperation and management of development finance in the sub-region;
• Facilitation of knowledge sharing, South-South cooperation and cross-country learning on effective development cooperation and development finance issues;
• Facilitation of programme country participation in global and regional dialogue on effective development cooperation. - 20%

3. Support to global policy dialogue on effective development cooperation:
Support the global cluster on effective development cooperation in providing services to UNDP Country Offices and UN Country Teams in the sub-region, on issues related to the UN and UNDP’s strategic positioning in the changing global development cooperation landscape, including: Copied from: www.hotnigerianjobs.com

• (a) the Global Partnership for Effective Development Cooperation;
• Global and regional policy dialogue at the UN Development Cooperation Forum;
• Engagement with global and regional initiatives on South-South, triangular cooperation and knowledge sharing, incl. the UN Committee on South-South Cooperation;
• Partnerships for the UN post-2015 sustainable development agenda;
• The role of the UN/UNDP in facilitating partnerships and mutual accountability frameworks at country level (including support for the identification and formulation of UN/UNDP support programmes); - 20%

4. Cross-cutting knowledge, innovation and capacity development issues:
As a member of the regional Capacity Development Team, work with the Senior Adviser to ensure that effective development cooperation principles and commitments are mainstreamed in capacity development tools and training packages, both for UN/UNDP staff and external partners. - 15%

Qualifications and Experience

• Master's Degree or equivalent Advanced Degree in a related field of expertise
• Work Experience (1 to 2 years pertinent work experience in the development, implementation and monitoring of community based development programmes/projects).
• Additionally the incumbent should have proven capacity in project management and resource mobilization.
• Age: Must not be more than 32 years on the date of application
• Language skill: Fluency in English language and ability to speak any UNDP official language is an added advantage, Knowledge of Arabic is desirable
• Information Technology skills, including word processing, database application (excel) presentation software (power point) and internet appreciation.
• An interest in adapting to varied physical environments; and a desire to work with people with different language, national and cultural backgrounds;
• Evidence of ability to think strategically, work independently and demonstrate a sense of self-assuredness.
• Respect for the UN principles of the United Nations Charter and the participating UN organisation’s mission statement.

Other desirable education and work experience:

• International experience is a must;
• Experience in the region highly desirable;
• Strong networking and facilitate Information Technology skill
