Federal Ministry of Younth Decelopment - Following the approval of His Excellency, President Goodluck Ebele Jonathan and in line with youth empowerment programme thrust under the Transformation Agenda of Mr. President, the Federal Ministry of Youth Development (FMYD) in conjunction with the United Nations Development Programme (UNDP) invite applications from suitably qualified young Nigerians to participate in the Junior Professional Officers’ Programme (JPO-P) 

The Junior Professional Officers’ Programme (JPO-P) was established in 1963 to provide young professionals pursuing a career in development with hands-on experience in multilateral technical cooperation. It is funded with donations from donor countries. Currently, there are 19 sponsors comprising 16 countries from Europe and 3 from Asia. The programme is administered by the JPO Service Center in Copenhagen. Denmark and initially for one year with possibility of extension for another one year, depending on satisfactory performance making a total of two years objective of the programme

Content and methodology of supervision
As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities:
  • Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO
  • Establishment of a work plan, with clear key results
  • Effective supervision through knowledge sharing and performance/development feedback throughout the assignment
  • Easy access to the supervisor
  • Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness
  • Guidance and advice in relation to learning and training opportunities within the field of expertise
  • Completion of the yearly UNDP Results and Competency Assessment (RCA)

In addition, the following specific supervision arrangements will apply:
Discussion of expected outputs/expectations in the context of the annual UN DOCO Work Plan in the assigned areas. Guidance and practical advice on specific assigned areas and tasks; interim review of progress and assessment discussions. Annual performance review based on agreed tasks in the work plan.

Duties, Responsibilities and Output Expectations


1. Policy coordination and technical support (65%)
  • Assist in provision of technical support on joint funding and business operations to relevant UNDG working mechanisms, including to the UNDG Joint Funding and Business Operations Network. Assist in provision of policy inputs and technical guidance; develop briefing papers and discussion points, as required, for consideration by DOCO and UNDG working mechanisms.
  • Support the UNDG Joint Funding and Business Operations Network in following up on implementation of agreed annual deliverables; prepare annual workplanning and reporting to UNDG; support Co-Conveners of the JFBO Network by preparing briefing notes, talking points and reports, when requested; organize meetings and discussions as required.
  • Participate, as appropriate, in policy fora and technical committees on joint funding and business operations matters within the UNDG.
  • Support the Policy Specialists in responding to requests for substantive guidance and interpretations on joint funding and business operations.
  • Provide inputs for various communications materials; participate in the conceptualization of communications/learning materials and products.
2. Collaboration with DOCO colleagues and other UN system and external partners (10%)
  • Support provision of technical advice and clarifications to FST to ensure implementation of UNDG agreements and commitments in the areas of joint funding and business operations.
  • Provide support on issues arising from implementation of joint funding and business operations to be monitored, tracked and/or assessed. Analyze trends, results of assessments and other feedback.
3. Knowledge management and sharing (25%)
  • Collect data/information on issues that relate to the joint funding and business operations both at HQ and, most importantly, at country level, including in UNDAF roll-out as well as Delivering as One countries; prepare or document best practices.
  • Support tracking of progress on issues being discussed and resolved by the UNDG working mechanisms in assigned areas. Prepare regular briefings and progress reports, collect information on lessons learnt, analyze issues emerging from countries’ experiences and flag them to relevant inter-agency teams.
  • Support exchange of relevant information between UNDG working mechanisms in assigned areas, as well as with other UNDG groups.
  • Facilitate easy access to knowledge, policies, and good practices, including through the UNDG website, in the assigned areas
Qualifications and Experience
  • Masters Degree or equivalent Advanced Degree in a related field of expertise Advanced University Degree in Business Administration, Social Science, International Development or other relevant field.
  • A minimum of two years of paid working experience in a relevant field preferably a minimum of two years of relevant experience in international development or related area. Knowledge of the UN system an advantage
  • Excellent written and spoken English. Knowledge of other UN languages is an asset.
  • Experience in writing background documents, report and guidance notes. Good analytical skills and experience in research, drafting and editing documents.
  • Age: Must not be more than 32 years on the date of application
  • Technology skills, including word processing, database application (excel) presentation software (power point) and internet appreciation.
  • Language skill: Fluency in English language and ability to speak any UNDP official language is an added advantage.
  • An interest in adapting to varied physical environments; and a desire to work with people with different language, national and cultural backgrounds;
  • Evidence of ability to think strategically, work independently and demonstrate a sense of self-assuredness.

  • Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment
  • Use of yearly JPO duty-related travel and training allocation (DTTA)

After his/her experience in DOCO, the JPO/Policy Analyst will:
  • Develop a sound knowledge of the UN reform key areas as well as the systems and experiences of UN coordination at the HQ and country level.
  • Understand the implications of UN Reform on the work of the different member agencies of the UN Development Group.
  • Develop good technical knowledge in joint funding and business operations areas.
  • Establish strong contacts with relevant Headquarters colleagues in member agencies of the UN Development Group.
