Federal Ministry of Younth Decelopment - Following the approval of His Excellency, President Goodluck Ebele Jonathan and in line with youth empowerment programme thrust under the Transformation Agenda of Mr. President, the Federal Ministry of Youth Development (FMYD) in conjunction with the United Nations Development Programme (UNDP) invite applications from suitably qualified young Nigerians to participate in the Junior Professional Officers’ Programme (JPO-P) 

The Junior Professional Officers’ Programme (JPO-P) was established in 1963 to provide young professionals pursuing a career in development with hands-on experience in multilateral technical cooperation. It is funded with donations from donor countries. Currently, there are 19 sponsors comprising 16 countries from Europe and 3 from Asia. The programme is administered by the JPO Service Center in Copenhagen. Denmark and initially for one year with possibility of extension for another one year, depending on satisfactory performance making a total of two years objective of the programme

Periodical meetings with Supervisor to evaluate the performance as per TORs.
Duties, Responsibilities and Output Expectations

30%
1. Contributing to the implementation of monitoring and evaluation policies and strategies, focusing on achievement of the following results: Copied from: www.hotnigerianjobs.com
  • Analysis of requirements and synthesis of proposals for the planning, preparation and management of specific thematic, country programme/project evaluations and other types of evaluations.
  • Inputs to the evaluation workplan, analysis and proposals on topics, and projects/programme to be evaluated.
  • Contribute to promote evaluation standards, quality assurance/control, and capacity development in the Country Office.
  • Participates in meetings for project monitoring held annually (tripartites) with the aim of follow up of main project results, lessons learned and best practices.
  • Contributes to the process of planning and monitoring in the context of IWP (integrated work plan), and supports elaboration of annual reports (ROAR)

  • Supports effective management of the evaluation process in the Country Office, focusing on achievement of the following results:
  • Drafting/revision of Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight.
  • Guidance on UNDP evaluation policies, procedures and practices to programme managers, UNDP CO staff concerned with assigned project/thematic/sectoral evaluations and/or desk reviews, consultants and/or members of the evaluation team.
  • Provision of guidance at the design stage of programmes/projects project review to guarantee conformity to templates and corporate guidelines and support to the definition of project and programme indicators and goals.
  • Analysis and synthesis of proposals on areas evaluated, effectiveness and impact of UNDP programme
  • Follow up on implementation of evaluation recommendations.

  • Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:
  • Identification and formulation of lessons learned from evaluations and studies to be integrated into broader EO knowledge management efforts.
  • Participation in results-oriented monitoring and evaluation training efforts in the Country Office.-
  • contributes to other tasks attributed to the M&E unit as needed . Examples of other tasks might include UNDP partners survey, auditing, standardization, portfolio analysis, preparation of missions, country fact sheets and analysis, review and elaboration of corporate planning and reporting instruments such as UNDAF, CPD, and CPAP.
Qualifications and Experience
Education (only Master's degree or equivalent):
  • Education (only Master's degree or equivalent): Master's Degree in Economics, Sociology, Social sciences, International Relations, Political Science, or any other related courses.
  • Work Experience (at least 1 to 2 years relevant work experience):
  • Knowledge of current development issues, evaluation discipline is a must.
  • Work Experience (at least 1 to 2 years relevant work experience): in development.
  • Understanding of development paradigms and socio-political situation of the region.
  • Good knowledge of indicators, evaluation methodologies and planning tools will be taken into consideration
  • Age: Must not be more than 32 years on the date of application
  • Information Technology skills, including word processing, database application (excel) presentation software (power point) and internet appreciation.
  • An interest in adapting to varied physical environments; and a desire to work with people with different language, national and cultural backgrounds;
  • Evidence of ability to think strategically, work independently and demonstrate a sense of self-assuredness.
  • Respect for the UN principles of the United Nations Charter and the participating UN organization’s mission statement
